On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation shall be provided during project construction at the expense of the developer for all residential development that is over five (5) acres The monitoring shall be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in LUC 3.8.4.
