07/21/2022 JPEELDA1 FIRE REVIEW Reqs Change Here are the requests we have regarding the documentation provided:
Hazardous Materials Management Plan- shows as a deferred submittal
Hazardous materials Inventory Statement- need updated and accurate HMIS to reflect actual on site hazmat in accordance with details in IFC 5001.5.2.
Provide documentation referenced- ATEX certification, SIL-2 documents, Process Hazard Analysis (PHA)[specifically for EtO/N2 mixture], and Data sheet 1-44 referenced on Hazardous Materials Opinion Report item 20 on Damage Limiting Construction
Required Operational permits- TBD
HMOR document states non-flammable mixture of EtO and N2 in all chamber areas (H-3 designated), documentation is limited in explanation of this.
Need SDS for all hazardous materials listed in HMIS.
While reviewing the IBC, the code modification request and subsequent denial these are the findings:
Modification request 1 notes that there is a non-flammable mixture of EtO and N2, if such what is the reactivity profile for this (Cameo Chemicals has "No data" in most sections). Does this meet need for H-3 classification if below reactivity? MAQ for Unstable(Reactive) 2 is 50lbs, process notes state 100lbs in use, Does this reduce the reactivity to a class 1 where the MAQ is not limited?
Modification request 2 meets performance based design (IFC 5001.3.3) pending the Process Hazard Analysis (not provided) outcome given the deluge system, gas detection system, more than 25% of wall space is exterior wall, and materials are stored in 400lb DOT approved drums. Fire protection rating between other building areas is 3-hour rated vs required 2 hour rating. All under the standards of NFPA 55 Ch. 14.
Modification request from TFD standpoint meets criteria for Performance Based Alternative Methods as long as all other requested information is provided to TFD.
