SUMMARY: Engineering Section has reviewed the floodplain use permit application received on May 8, 2003. Certification of the lowest finished floor for the proposed new structure will be a required condition of permit issuance and compliance. Floodplain approval is not recommended at this time - resubmittal is required. Please address the following comments:

GRADING SITE PLAN COMMENTS:

1. Depict and label existing and future sight visibility triangles, per Development Standard (DS) 2-02.2.1.10. Lines of sight will not be obscured between 30" and 6 ' within a sight visibility triangle;
2. Depict and label the limits of the 100-year floodplain; (DS 2-02.2.1.15);
3. Depict and label drainage patterns, proposed finished floor elevation and finish grades (DS 2-02.2.1.16);
4. Provide estimated cut and fill quantities. (DS 2-02.2.1.17);
5. Dimension and label the existing and future, Major Streets and Routes (MS&R) Plan, rights-of-way to include intersection widening dimensioning for Granada Avenue at Saint Mary's Road (DS 2-02.2.1.19);
6. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways and utility lines (DS 2-02.2.21);

DRAINAGE REPORT COMMENTS:

1. A copy of the Site Plan is not included in the report, as stated on page 1 - please provide this exhibit in each copy of the report;
2. In accordance with Section 26-5.2 -Tucson Code, the report must demonstrate at a minimum, that this proposed development will not: a) result in damage to public facilities as a result of erosion or flooding events, b) generate adverse impact to adjacent, upstream, or downstream properties, c) increase the base flood elevation by more than one tenth of a foot, d) result in higher floodwater velocities. Specifically, floodwaters may not be diverted onto adjacent property or right-of-way;
3. Depict and label the 100-year floodplain limits as shown on the current Flood Insurance Rate Map (FIRM) panel under existing and developed conditions. The recent Letter of Map Revision (LOMR) affecting this project serves as the most current FIRM panel Special Flood Hazard Area delineation (commonly referred to as 100-year floodplain). The proposed fill for the structure will result in a change to this current delineation, and will require an application for, and approval of a new LOMR within 180 days of construction.
4. Elevations provided in the report and on plan must be referenced to an established datum or base elevation with conversion data provided for reference to National Geodetic Vertical Datum (NGVD) elevations (DS 2-02.2.1.15, 10-02.0, sec.2.3.1.4 C 5 & Tucson Code, Sec. 26-11.2 a & b);
5. The Site Plan to accompany the report should clearly depict the location and spatial arrangement of all proposed and existing structures on the site, locations and elevations of streets, water supply lines, and sanitary and waste disposal facilities, where applicable (Tucson Code, Sec. 26-11.2 a);
6. The report must discuss the effects this development will have on the flow of water through the area being developed and the surrounding area, to include effects on flood heights, water velocities, direction of flow, sedimentation and/or erosion, volume of flows and the resultant effects on adjacent structures and property - see last sentence of comment number 2, above (Tucson Code, Sec. 26-11.2 e);
7. Provide the soils investigation study, outlining at a minimum, the determination of areas or lands to be graded or disturbed which may create sediment deposition or erosion within the regulatory floodplain (Tucson Code, Sec. 26-11.2 f );
8. The report should include certification that the proposed drainage plan, once properly constructed, will adhere to applicable Local, State and Federal Floodplain Regulations (DS 10-02.0, Section 2.3.1.7 B)
