submitted for review October 9, 2006. TEP is unable to approve the plat
at this time.



An electrical design to determine our easement requirements will be
provided on the Approved Tentative Plat with thirty (30) working days
upon receipt of the plat. Additional plans necessary for preparation of
the design are: building plans including water, electrical, landscape,
sidewalk and paving plans. Also, submit the AutoCAD version of the plat

The drawings for the proposed final plat of the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal. The next submittal of this project will be the fourth submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

It is hoped that the submittal no. 3 and the response letter of October 6, 2006 were inadverently sent to us without having made any required revisions on the previously submittal drawings. As you may well understand, this has resulted in the waste of everyone’s time.

The subject project has been reviewed. We offer the following comments:

Final Plat:

1. Remove all reference to "State Land or State Lease" from areas to be dedicated as public right of way or areas to remain private. According to the State Staff, once Pulte purchased the parcel, they own the entire parcel and they can dedicate it or develop it as they wish or as required by the City of Tucson.
2. Provide right of way dimensions and the centerline for Drexel Road and Melpomene Way ((D.S. 2-03.6.5.B.).
3. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
4. The distance and bearings between all monuments used shall be labeled whether they are measured or calculated (D.S. 2-03.6.5.C.5.).
5. Since the Final Plat has 17 sheets, the review process becomes tedious trying to keep going back to the cover sheet to check what the keynote says. Provide all applicable keynotes on all the sheets.
6. All onsite existing easements (e.g. the 40'-50' Public Sewer Easement that coincides with Street "A") that are proposed to be abandoned by a separate instrument must be processed before the Final Plat (FP) can be approved. Abandonment documentation, including recording information, must be submitted with the FP resubmittal for the FP approval. Abandonment can also be accomplished by the Final Plat. Address this issue.
7. Show the limits of existing 25' Public Sewer Easement along the western right of way line of Melpomene on Sheet 9 of 17 (D.S. 2-03.6.4.A.). If the width of the easement varies, it can be noted as such.
8. Although the existing Nebraska Road appears to be on private land and does not have a dedicated right of way, it appears that, historically, several parcels have been using it for access. Eliminating the roadway might create some access problems for the adjacent neighbors. Address this issue and propose a solution.

Assurances

Provide with the Final Plat a revised Assurances Package that includes the following information:

1. Add, in Exhibit "B", the following as a separate assurable item "All applicable fees, e.g. permit fees, impact fees must be paid in full to the City of Tucson prior to the final release of subdivision assurances.
2. Revise the description of Common Area "B" through out the Assurance document to match the Final Plat.
3. Include the "Trust Agreement" in the Assurances Package.
4. Include the "Special Warranty Deed" in the Assurances Package.
5. Include in the Assurances Package and up to date Title report.
