Tucson Electric Power Company (TEP) has received the final plat
submitted for review July 24, 2006. TEP is unable to approve the plat
at this time.



An electrical design to determine our easement requirements will be
provided on the Approved Tentative Plat with thirty (30) working days
upon receipt of the plat. Additional plans necessary for preparation of
the design are: building plans including water, electrical, landscape,
sidewalk and paving plans. Also, submit the AutoCAD version of the plat

The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet 1: In the Dedication block, 4th and 5th paragraphs. These phrases say almost exactly the same thing and you should consider editing and combining these into one concise paragraph.

Sheet 1: Add a General Note that states:

THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

Add a General Note that states:

THE OWNERS SHALL NOT CONSTRUCT ANY PERMANENT STRUCTURES (I.E., MASONRY WALLS, FENCES, ETC.), ON OR THROUGH THE PUBLIC SEWER EASEMENTS, WITHOUT SEPARATE WRITTEN CONSENT FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the . The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

The subject project has been reviewed. We offer the following comments:

Final Plat:

1. It is not clear if the proposed abandonment of the State Lease #3457 has been processed. Clarify.
2. Common Area's "B" are described in the Title Block as (Grading, Drainage, Open Space and Utility Easement), but Common Areas "B" between the different lots on sheets 3 and 7 of 17 etc. include access lanes and parking as shown on the Tentative Plat. Revise as necessary.
3. All lots (i.e. lots 1311-1323, 1435-1448 and 1455 etc.) that are adjacent to common areas that might be designated for access such as Common Area "B", should have 1' no-vehicular access easements along the sides that abut the common area, wherever applicable (D.S. 2-03.6.4.H.).
4. Provide a recent copy of the Title Report in order to verify the easements that are shown on the Plat.
5. Provide right of way dimensions and the centerline for Drexel Road and Melpomene Way ((D.S. 2-03.6.5.B.).
6. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
7. The distance and bearings between all monuments used shall be labeled whether they are measured or calculated (D.S. 2-03.6.5.C.5.).
8. Since the Final Plat has 17 sheets, the review process becomes tedious trying to keep going back to the cover sheet to check what the keynote says. Provide all applicable keynotes on all the sheets.
9. All onsite existing easements (e.g. the 40'-50' Public Sewer Easement that coincides with Street "A") that are proposed to be abandoned by a separate instrument must be processed before the Final Plat (FP) can be approved. Abandonment documentation, including recording information, must be submitted with the FP resubmittal for the FP approval. Abandonment can also be accomplished by the Final Plat. Address this issue.
10. Show the limits of existing 25' Public Sewer Easement along the western right of way line of Melpomene on Sheet 9 of 17 (D.S. 2-03.6.4.A.).
11. Although the existing Nebraska Road appears to be on private land and does not have a dedicated right of way, it appears that, historically, several parcels have been using it for access. Eliminating the roadway might create some access problems for the adjacent neighbors. Address this issue and propose a solution.
12. Show the 45' right of way State Lease #3569 on Sheets 12, 13 and 14 of 17.


Assurances

Provide with the Final Plat a revised Assurances Package that includes the following information:

1. Add, in Exhibit "B", the following assurable item "All applicable fees, e.g. permit fees, impact fees must be paid in full to the City of Tucson prior to the final release of subdivision assurances.
2. Provide the Amendment to the Agreement.
3. Include the "Trust Agreement" in the Assurances Package.
4. Include the "Special Warranty Deed" in the Assurances Package.
5. Include in the Assurances Package and up to date Title report.
