An electrical design to determine our easement requirements will be
provided on the Approved Tentative Plat within thirty (30) working days
upon receipt of the plat. Additional plans necessary for preparation of
the design are: building plans including water, electrical, landscape,
sidewalk and paving plans. Also, submit the AutoCAD version of the plat

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. ALL SHEETS. Add the project number, S06-031, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

2. SHEET 1. Add the following Dedication paragraph (or a similar version), as this project also involves private sewers which the home owners association should be responsible for.

TITLE TO THE LAND ALL COMMON AREAS SHALL BE IN VESTED IN AN ASSOCIATION OF INDIVIDUAL LOT OWNERS AS ESTBLISHED BY COVENANTS, CONDITIONS AND RESTRICTIONS RECORDED IN DOCKET _______ AT PAGES ________, IN THE OFFICE OF THE PIMA COUNTY RECORDER. THIS ASSOCIATION WILL ACCEPT RESPONSIBILITY FOR CONTROL, MAINTENANCE, AD VALOREM TAXES AND LIABILITY FOR THE COMMON AREAS, PRIVATE DRAINAGEWAYS, PRIVATE SEWERS AND PRIVATE EASEMENTS WITHIN THE SUBDIVISION.

3. A Sewer Service Agreement for the proposed number of residential lots has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve of the final plat.

4. Please be aware that this final plat will not be approved until the tentative plat is previously approved.

5. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

The subject project has been reviewed. We offer the following comments:

Final Plat:

1. Include a reduced-scale map of the entire PAD District on the first sheet, including the location of the portion being developed (D.S. 2-03.6.1.F.).
2. Provide the complete S(YR)- _______ number (D.S. 2-03.6.1.K.).
3. It seems that the "Certification of Survey" should include also the words "or proposed survey monuments" ((D.S. 2-03.6.3.A.).
4. Remove the words "Rights-of-way and" from the 3rd paragraph of the dedication.
5. Complete the "Beneficiary" Block as required by D.S. 2-03.6.3.C.
6. It is not clear if the shown street names are final or the letter designations will be replaced with other names.
7. It is not clear if the proposed abandonment of the State Lease #3457 has been processed. Clarify.
8. Common Area's "B" are described in the Title Block as (Grading, Drainage, Open Space and Utility Easement), but Common Areas "B" between the different lots on sheets 3 and 7 of 17 etc. include access lanes and parking as shown on the Tentative Plat. Revise as necessary.
9. All lots (i.e. lots 1311-1323, etc.) that are adjacent to common areas that might be designated for access such as Common Area "B", should have 1' no-vehicular access easements along the sides that abut the common area (D.S. 2-03.6.4.H.).
10. Provide a recent copy of the Title Report in order to verify the easements that are shown on the Plat.
11. Provide right of way dimensions and the centerline for Drexel Road and Melpomene Way ((D.S. 2-03.6.5.B.).
12. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
13. The distance and bearings between all monuments used shall be labeled whether they are measured or calculated (D.S. 2-03.6.5.C.5.).
14. Provide all applicable keynotes on all the sheets.
15. Show the detention/retention areas (within the common areas) in a surveyable and readily retraceable manner (D.S. 2-03.6.4.I.).
16. Show 1' no access easement along the sides of lots 1448-1435 and 1455 that abut Common Area "B". See also comment #9.
17. Show the 40'-50' Public Sewer Easement that almost coincides with Street "A".
18. Call out all private streets as Common Area "A" as shown on the Tentative Plat and provide their square footage (D.S. 2-03.6.4.C. and D.S. 2-03.6.4.D.).
19. Continue the southern delineation of the 175' OHE easement on sheet 8 of 17.
20. Show the disturbed Common Area "C" and the proposed 40' Public sewer Easement north of lot 1141 on Sheet 9 of 17 (D.S. 2-03.6.4.A. and D.S. 2-03.6.4.C.).
21. Show the existing 25' Public Sewer Easement along the western right of way line of Melpomene on Sheet 9 of 17 (D.S. 2-03.6.4.A.).
22. Clarify if the future lots (as shown on Sheets 10 and 11 of 16 on the Tentative Plat) that are shown on the Final Plat (see Sheets9 and 10 of 17) as Common Area "B", will be replatted in the future.
23. Show and dimension Nebraska Road right of way on Sheet 12 of 17 (D.S. 2-03.6.4.A. and D.S. 2-03.6.5.B.).
24. Show the 45' right of way State Lease #3569 on Sheets 12, 13 and 14 of 17.
25. Submit a copy of the Assurances package.

CC & R's

The CC & R's are acceptable for Engineering and Floodplain purposes.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before May 7, 2007. As of this final plat review date the tentative plat has not been approved therefore the one year date of the final plat approval is based on the date of submittal of the final plat documents. Once the tentative plat has been approved the approval date of the final plat will be on one year from the tentative plat approval date. This date will be provided on a future review of the final plat.

2. Label the following street names on the location map, Melpomene Way, Seven Generations Way, and Civano Boulevard. Also label the COT/Pima County Jurisdiction limits. Label Civano and Pantano Washes.

4. Please clarify if the utility easement is to be reserved as a part of Common Area "B" as noted in the title block. This is not consistent with the information on the title block of the tentative plat. 5. Please list the subdivision case number S06-031 assigned to this project. The case number should be listed in the lower right corner of all plan sheets.

Even though the development is to be phased it does not appear that the phases are truly dependent on each other to function or meet current code or Pad requirements. (I am not familiar enough with the PAD requirements to make this assessment.)

8. The copy of the CC&R's that was submitted for review does not appear to indicate the name, lot numbers or common area designations on the title sheet.
