COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 06, 2021.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0 , adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.6.a – Complete General Note 19 once the Special Exception has been approved, addition comments may be forth coming.

3. COMMENT: 2-06.4.7.A.6.a – General Note 18 remove the reference to “AIRPORT ENVIRONS ZONE (AEZ) as it is not applicable to this site.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.
5. COMMENT: 2-06.4.9.E - It appears that a land split is proposed. This split will need to be completed prior to approval of the DP.

6. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation on the plan that includes the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, UTILITIES USE GROUP, 1 space per 500 sq. ft. GFA, with a minimum of 2 spaces per facility. Show the required spaces on the plan. These spaces are not required to be paved but some type of dust control is required.

7. COMMENT: 2-06.4.9.O – The street perimeter yard setbacks are not correct. Per the definition of Established Area Setback and this site borders on two streets designated on the COT MS&R map the street perimeter yard setbacks are based on developing area setbacks, UDC Article 6.4.5.C.2 & TABLE 6.4.5.C-I and should be listed as 21’ or the Height, greater of the two, measured from the back of future curb.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The development package will contain the following identification in the lower right corner of each sheet:

Any relevant case numbers for reviews or modifications that affect the site.
Provide Case # on each sheet.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Provide the length and width of all landscape borders on the plan and provide the square footage of all landscaped borders and the calculation of the percentage of vegetative coverage. Additionally, provide information on the street border requirements.

3. Provide construction details and/or sections that demonstrate water harvesting in landscape areas.

4. Show existing and future rights of way for Kolb Rd and Escalante Rd on all plans.

5. Provide a temporary irrigation system for the hydroseeding areas to establish seeds. Include details of the system (graphic or text) on the irrigation plans.

6. A Commercial Water Harvesting plan is required.

7. Kolb Rd. is a Gateway Route, indicate how the plans align with the purpose of the GCZ Overlay. UDC 5.5.
