COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 23, 2021.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0097, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.4.C – On the location map the section corners listed for the section west of section 18 are incorrect and should be “13”.

3. COMMENT: 2-06.4.6 - If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. COMMENT: 2-06.4.7.A.4 – General Note 3 needs to be revised to read “PROPOSE USE IS PROCESSING AND CLEANING SUBJECT TO USE SPECIFIC STANDARDS 4.9.5.C.2, .5, .6, .7, & .8 and 4.9.13.Q, WITH HAZARDOUS MATERIAL STORAGE AS AN ACCESSORY USE SUBJECT TO USE SPECFIC STANDADARS 4.9.10.B.1 & 2.d”, see Zoning Administration letter dated October 14, 2020.

5. COMMENT: 2-06.4.7.A.6.a – As both Kolb Rd and Valencia Rd which are Arterial Gateway routes designated on the COT MS&R maps provide a general note stating ““THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCZ).”

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. COMMENT: 2-06.4.8.B – Clearly show all existing easements on the plan along with the recordation information.

7. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development

8. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

9. COMMENT: 2-06.4.9.H.5 – Sheet 16 parking area – you show a 24’ PAAL with 18’ deep vehicle parking on both sides. At the northwest end you show two (2) 20’ deep accessible vehicle parking spaces. This will leave a 22’ PAAL width. Per UDC Table 7.4.6-1 & Figure 7.4.6-A the minimum width of a PAAL that provides access to 90-degree vehicle parking is 24’. As this reduces the PAAL with by more than 5% a Parking Design Modification Request (PDMR) cannot be used to reduce the PAAL width. A Board of Adjustment for Variance will be required.

10. COMMENT: 2-06.4.9.H.5 – The fire lane called out under keynote 9 sheets 9 & 10 requires some type of barrier to prevent vehicles from accessing unimproved areas of the site, see UDC Article 7.4.6.H.1.

11. COMMENT: 2-06.4.9.H.5 – The proposed concrete pvmt vehicle use area called out under keynote 7 sheet 7 requires some type of barrier to prevent vehicles from accessing unimproved areas of the site, see UDC Article 7.4.6.H.1. The areas in question are along the north, east and south sides.

13. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Vehicle parking as based on the particular characteristics of the use. Based on a proposed use of PROCESSING AND CLEANING which is a use under the Industrial Use Group. That said the parking is based on the proposed use and as PROCESSING AND CLEANING is not listed under the use group the requirements are based on the standard formula listed as 1 space per 1,000 sq. ft. GFA.

14. COMMENT: 2-06.4.9.H.5.c – Provide a loading zoning calculation on the plan that provides the number required and provided.

15. COMMENT: 2-06.4.9.H.5.d – The long-term bicycle parking space calculation is not correct and is based on the primary use, PROCESSING AND CLEANING. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, Industrial Use Group

16. COMMENT: 2-06.4.9.L – All proposed easements will need to be recorded prior to approval of this DP, provide the recordation information on the plan.

17. COMMENT: 2-06.4.9.Q – Provide the proposed square footage for the Nitrogen Storage called out under keynote 29 and for the EO Drum Storage called out under keynote 31 within the footprint shown on the plan.

05/26/2021 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. The site is within the Environmental Resource Zone. Discuss the ERZ requirements in the drainage report. Show extent of inundation for all regulatory discharges. Demonstrate compliance with ERZ standards within areas of inundation.
2. Revise the drainage design to meet the detention requirements for all design storms.
3. On sheet 6 two keynotes are used on an area of concrete paving. The two notes give different specifications. Clarify the specifications for all areas of concrete paving. Include rebar specifications when applicable.
4. Clarify the extent of the building. There are building mounted lighting shown in association with concrete pads.
5. Clarify the use of the crane pad. It seems to interrupt the pedestrian circulation system.
6. The plan shows curb returns of 50-foot radii along Valencia Road. Show 25-foot radii or complete a TSMR for the modification.
7. The maximum driveway width at the property line is 35 feet. Revise the plan or provide evidence of permission from the director of DTM.
8. On all sheets, where the building height is indicated with x's or other place holders, provide the proposed height.
9. Clearly delineate the existing floodplain boundaries on all affected site plan sheets. For all areas of the floodplain with proposed disturbance, provide an Environmental Resource Report and demonstrate there will be no unnecessary disturbance of riparian resources.
10. Show compliance with the Specific Plan/PAD requirements for preserving on-site trees using the PAD definition of viable trees.
11. The PAD references bufferyards from the Pima County Zoning Code. Show compliance with the PAD requirements.

DMAFB staff were previously made aware of this project in the summer of 2020. At the request of the requestors representative at Sun Corridor Inc, DM Engineering, Planning and Community Partnership staff met with Becton-Dickinson to better understand the project.

After review of their presentation and documentation we provided the requestor and civil leaders at both the City of Tucson and Pima County the following feedback on this project on 17 December 2020: The proposed site for the Project Oasis facility is between the DMAFB approach departure corridor (ADC) and the south boundary of the base. We expressed our concern with the large amounts of ethylene-oxide that would be stored and used in the facility. Due to the hazards associated with ethylene-oxide we recommended Project Oasis be located in another industrial site in the Tucson/Pima County Community.

City of Tucson recipients of this email were Mr. Albert Alias, Mr. Andrew Greenhill, Ms. Barbara Coffee, and Mr. Mick Czechowski.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section 5.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

2. Please ensure that all related case numbers and this DP number are on all plans.

3. The Landscape and Native Plant Preservation requirements are subject to the requirements of PAD-26, which includes the original South Kolb Specific Plan as well as the South Kolb Specific Plan Amendment. Specific 15’ wide bufferyard requirements are described in these documents for the DMAFB boundary and Valencia Road (Scenic Corridor). Demonstrate compliance with these requirements.

4. 1.0 Interior Landscape Border is not correct, there is a border requirement along DMAFB boundary.

5. The PAD-26 document requires that 100% of the viable trees on the site remain in place or are salvaged and re-planted.

6. On sheet 41, please correct the following 4 call outs; Landscape border requirements in this area are met by leaving native plants in place (NUOS). Add a minimum dimension of 15’.

7. Indicate clearly on NPP plans where the Native Undisturbed Open Spaces are, the hatching of graded areas on sheet 42 is not sufficient. Label NUOS area on all landscape plans. Provide calculations on sheet 43 that show that 30% of the site is to be left undisturbed.

8. On sheet 43 and 44, please spell barrel cactus correctly.

9. Show nursery holding area on plans, as well as the temporary irrigation system. Detail the temporary system proposed to establish native seeded areas.


10. Provide a description/detail of ground preparation for areas to be hydroseeded.

11. Note 12, replace Town of Marana Code with City of Tucson UDC.

12. Label the dimensions for the existing and future right of way (200’) for Valencia Rd and Loop Ramp Rd.

13. The symbol for Prosopis glandulosa covers the shrub symbols below. That, and the d.g. hatch makes it difficult to ascertain 50% plant coverage. Revise symbols so shrubs can clearly be seen or provide calculations to show that the plant coverage requirement is met.

14. Relocate all trees in parking lots so that there is a maximum amount of shade covering the asphalt, or provide parking area islands.

15. Identify random squares, arrows and black circle (light fixtures?), open circles with line, on all sheets. Please add all hatching patterns to the legend if they appear on the sheet.

16. There are 8 trees required for the parking area on sheet 48, only 6 are provided.

17. Add plant and irrigation maintenance schedule to plans, per UDC Administrative Manual 2-10-4.4.

a. Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required;
b. Replacement criteria, should plant material not survive; (already on plan)
c. Replacement or upkeep maintenance schedules for inert ground cover materials;
d. Upkeep maintenance schedules for exterior hardscape materials; and,
e. Maintenance and replacement schedules for irrigation systems.

18. Please label landscape border width on all plans. UDC Administration Manual Section 2-10-4.2.A.2.f. & .g

19. On landscape border requirement matrix, please provide quantity of shrubs and ground cover for all fields.

20. Show point of drainage off roof areas, amount of flow, and disposition of flow.

21. Please clearly label the curb inlets to landscape areas (WHIA) to allow water into the planted areas. Grading and paving plans should match.

22. According to parking calculations 21 trees are required, but 15 trees are provided in the new parking area, please add 6 trees to the parking area. The trees in the area north of the parking lot will not count towards this requirement.

23. Provide a detail to show tree planting with root barrier adjacent to walkways.
