Park Avenue in Tucson. This project consists of an 8 story apartment building which will contain 130 residential units. The waste generation calculations on Sheet 1 of 14 were reviewed and found to be correct. Based on these calculations, an estimated 82.5 cubic yards of combined refuse and recycling materials will be generated each week at the site. The applicant is proposing to use two Model 3A Mini-Mac stationary compactors, manufactured by Marathon Equipment Company, to compact and store the waste and recycling materials in a trash room to be located on the ground floor within the apartment building. The Model 3A Mini-Mac compactor has a compaction ratio of 4:1 and the compaction container is 2 cubic yards in size. The compaction container will be rolled to a pick up area along 1st Street on the north side of the apartment complex. The compaction container will be serviced five days per week. Based on the information presented in the Development Plan, the Environmental & General Services Department would approve the refuse and recycling management plan proposed in the Development Plan for the Aspire Tucson 2 project. We were also asked to comment on the Storm Water Pollution Prevention Plan (SWPPP) for the facility while under construction. A brief discussion of the SWPPP was provided on Sheet 14 of 14 of the Development Package. The "Storm Water Pollution Control Notes" on this sheet referenced the SWPPP. The "Storm Water Pollution Control Notes" referenced very general comments about the SWPPP but did not mention specific components of the SWPPP. Therefore, Environmental & General Services Department does not have any specific comments on the SWPPP at this time. Park Avenue DP19-0059 - Current Zoning is C-1 will go to UC-1 utilizing the MGDO TRANSMITTAL DATE: April 17, 2019 DUE DATE: April 10, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 7, 2020. On re-subdivisions, provide the recording information of the existing subdivision plat; 2. COMMENT: The title block on all sheets shall be consistent and include the same information. Review sheets 15 through 22 and revise for consistency with sheets 1 through 14. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 3. COMMENT: Revise the number sheets in the title block of sheets 1 - 14 to indicate a total of 22 sheets not 14. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 4. COMMENT: List all reference case numbers in the lower right corner next to the title block of sheets 15 through 22. (See also related comment 2 above) 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 7. COMMENT: Per the ADA parking calculation sheet 1, all ADA parking spaces are to be van accessible spaces. Per ICC section 502, a van accessible space must be 11 feet in width or 8 feet if the adjacent access aisle is 8 feet wide. The van accessible parking spaces and aisle total width must be 16 feet. The design depicted on sheet 5 does not demonstrate compliance revise the ADA parking accordingly. ADA parking dimensions cannot be varied or modified. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 8. COMMENT: Include in the DP plans set the fully dimensioned detail drawings for the short and long term facilities. The information on the cut sheets for the Long term facilities can be added to the DP. If the same rack is being used for the short term specify on the plans as such. Keep in mind that the long term facilities must be secure and combined in the same space or area as the short term facilities. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 9. COMMENT: There does not appear to be any type of pedestrian refuge areas or sidewalks within the 18' and 10 one way drives. Clarify if there is any access from the buildings into this drive area? If there is access for pedestrian to access the drives pedestrian refuge or sidewalks will be required. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 10. COMMENT: Same as comment 9. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 11. COMMENT: If applicable indicate the locations of any free standing signage. 12. COMMENT: Include the DRC report with the next submittal.
