Park Avenue Development Package (1st Review) DP16-0096 - Remove drive-through and redo parking lot / new automated teller TRANSMITTAL DATE: Revised June 20, 2016 DUE DATE: July 6, 2016 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 6, 2017. 2-06.3.0 FORMAT REQUIREMENTS CONTENT REQUIREMENTS 1. Follow up Comment to Previous Comment 3: The email address for the registrants as well owner/developer were not listed as noted by the standard below. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. Previous Comment 3 - Provide on the cover sheet, the information as noted by the standard above for all registrants that prepared the development plan, the owner / developer. Include all information as noted in the standard for each individual or organization. 2. Follow up to Previous Comment 13: It appears that a revision to the lot split was processed to make some adjustments to the boundary. I was not able to verify what the adjustment was and the lot split drawings were not available for me to review. Please consult with the professional that processed the lot split application and verify what changes were made and adjust your DP site sheets as required. The DP cannot be approved until the lot split application has been recorded and finaled through PDSD. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. Previous Comment 13 - On sheet three provide the site boundary information as noted by the standard above. 3. Follow up to previous comment 14: Please verify if a cross access easement was recorded with the lot split that was processed through PDSD. If so, list the cross access easement or agreement recordation information on the DP package site sheet. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. Previous Comment 14 - If applicable, indicate the location of any easements existing or proposed. Include the information as noted by the standard above. Follow up to Previous Comment 20: Your response to the previous comment is acknowledged, however it is still not clear due to the revision to the lot split if the cross access easement is required for the bank or the new use. The cross access easement or agreement should have been recorded as part of the lot split. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. Previous Comment 20 - With the lot line adjustment being made to the center of the north / south PAAL a cross access agreement will be required. Clarify if as part of the land split application a cross access agreement will also be recorded or is there a current cross access agreement. Reference on the site plan sheet the recordation information for the cross access agreement document. Provide a copy of the document with the next DP submittal. Follow up to Previous Comment 28: On sheet three (3) two keynotes reference a specific detail on certain sheets. a. Keynote 1 references detail 1 on sheet ASO.3. Sheet three does not include a detail one. It should reference detail 2 or the detail numbers should be revised accordingly. b. Keynote 19 references detail 3 on sheet AS1.2 for the "blended transition", there is no sheet AS1.2 in the DP package and the blended transition detail is not depicted on any of the DP sheets. Previous Comment 28 - Verify that the detail key notes are referencing the correct sheet numbers. For example on sheet three, keynote 3 references "Detail 3/AS1.2". There is no sheet in the DP package with the sheet number AS1.2. revise all keynotes to include the correct detail and sheet number. On sheet four, detail four is labeled with the same title as the one for detail 2. revise accordingly. On sheet four, detail two, revise the height requirement on both notes number one to be 84 inches from finished grade to the bottom of the sign.
