PAUL | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL FROM: Michael St Paul Planning Technician PROJECT: S15-003 and DP13-239 5950 South Arolla Pine Avenue Final Plat for Sierra Morado Unit 3, Phrase 3 TRANSMITTAL: April 3, 2015, COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Unified Development Code (Section 8.4.1) and the Administrative Manual (Section 2-07) were addressed. There are three omissions, for the trail notes, in the tentative plat (DP13-0239) that must be correct before we can approve the final plat: These notes were 48, 49 and 50 on the approved tentative plat for unit 3 (S06-056): "Trail widths shall be a minimum of 5', trail slope shall not exceed 5% and trail surface shall be stabilized earth and crushed stone that is native to the site." "Trail locations as show are conceptual. Specific trail routes shall be field-located in cooperation with Parks and Recreation and the Landscaping Section of [Planning and] Development Services Department of the City of Tucson." "Drainage Will be routed under or around the trails." The plans submitted do not contain the notes that we had agreed upon and cannot be approved as submitted. The note that was provided is as follows: "Trail widths shall be a minimum of 5' with the exception of the 4'shoulder paralleling the paved powerline multi-use trail, where possible trail slopes shall not exceed 5% unless otherwise noted, trails shall be raked earth, cleared of debris and graded smooth." This note expressed the standard of what has been done with the trails in Sierra Morado, as confirmed on a preliminary site inspection of the trails in Sierra Morado. But, the note on the plan and the standard it represents is significantly different than the standards and design concepts expressed in the Civano PAD. (See Civano Master PAD: C-5 Recreation and Trails [p. 65] for PAD 12.) "A series of trails will be provide within the open space areas, through neighborhoods and parallel to roads to create a usable trail network that connects various destinations within the community and neighboring destinations consistent with the requirements to provide access to disabled persons. These trails will provide opportunities for walking, jogging, hiking and nature viewing, as well as alternative transportation opportunities throughout the community. The trail system will be integrated with recreation and trail facilities provided throughout the development and will also be designed for easy access to nearby schools. All paved trails include curb cuts for ADA accessibility and will meet ADA minimum requirements. Where possible, all natural surface pedestrian and multi-use trails will meet ADA minimum requirements. See Figure 15: Open Space, Recreation and Trails Plan for location of trails throughout the community and Figure 16: Trails Cross Sections for cross section of the various trails discussed below." "C-5.a Pedestrian Trails The Pedestrian Trails, with a minimum width of 4', paved (i.e. concrete Pro natural surface (i.e. earthen or compacted decomposed granite); will connect to the Multi-Use Trails. This trail system provides an internal circulation system connecting recreational amenities and each of the residential development parcels within the Development Units. The pedestrian trails may also provide connection opportunities to the Pima Count regional trail system." "A final plat shall be approved and recorded within three years of the tentative plat approval date. A final plat is subject only to the ordinances in effect at the time of the tentative plat application except where an ordinance specifically states that it applies to pending applications" (UDC Section 8.5.2.A Final Plat Approval Period). Place the subdivision number (S15-003) in the lower right corner of each sheet near the title block (AM 2-07.5.1.H). The tentative and final plats match. Provide the reference numbers (DP13-0239, S14-008 & S14-009) on the tentative and final plats. |
