SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan, Grading Plan and Storm Water Pollution Prevent Plan review. The following items need to be addressed:


DRAINAGE REPORT:

1) Provide a discussion within the Drainage Statement to reference the hydrologic soils group that underlies the parcel.

2) DS Sec.10-02.2.3.1.5.C: Revise the Drainage Statement to clarify all proposed drainage improvements as shown on the proposed development plan documents. Specifically the proposed curb openings per Keynote #'s 23, 24, 25, 26, 32, and 34. All proposed drainage improvements as shown on the development plan documents must be clearly supported with a discussion and calculations within the Drainage Statement.

3) Revise the drainage statement to provide a discussion with calculations for the proposed sidewalk scupper to ensure that it contains the 10-year flow event to satisfy Ds Sec.2-08.4.1.E.


SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. All reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval.

4) DS Sec.2-01.2.5: Revise the development plan document to include the CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp.

5) DS Sec.2-01.3.2.D: Provide the administrative address on Sheet 1 of the development plan document.

6) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0066) may be added to the lower right hand corner of the plan on all sheets.

7) DS Sec.2-01.3.7: Provide the following note on the development plan document; "Call for a Pre-construction meeting prior to start of earthwork. To schedule a PDSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning Development Services Department, or contact PDSD Engineering at 791-5550 extension 2101, or schedule inspections online at:

8) DS Sec.2-01.3.7: Provide the following note on the development plan document to including a grading/drainage note specifying "conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements)."

9) DS Sec.2-01.3.7: Provide the following note on the development plan document stating; "All retaining walls, proposed fencing and other walls will require a separate permit for review and approval by all necessary Planning Development Services Departments."

10) DS Sec.2-01.3.7.A.6.b: Provide a General Note on the Development Plan Package that references all special overlay zones that are applicable to this site, specifically state that "the project is designed to meet the overlay zone criteria for Sec.2.8.3 Major Streets and Routes (MS&R) Setback Zone & Sec.2.8.4, Gateway Corridor Zone."

11) DS Sec.2-01.3.7.B.3: Revise Drainage Note #2 on Sheet 2 to remove the reference to DS Sec.2-05.2.2.C.1.B. This standard no longer exists so the note can be ended at "…as shown on this plan."

12) DS Sec.2-01.3.8.C: Revise the development plan document to label both streets as "Arterial MS&R."

13) DS Sec.2-01.3.8.E: Revise the typographical error in General Note #12 on Sheet 2 to read NAVD 88 Datum.

14) DS Sec.2-01.3.9.H.1: Revise the development plan document to clarify the need for a grease interceptor along the right-of-way of Camino Seco Rd. Revise the Keynote to correctly label the right keynote.

15) DS Sec.2-01.3.9.H.1: Revise the development plan documents to label the required 25-foot radii for the concrete curb returns for the proposed driveway location at Camino Seco Rd per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards.

16) DS Sec.2-01.3.9.H.1: Revise the development plan documents to verify the 80' driveway separation along Camino Seco to the adjacent driveway per TAMG Section 5.4.1 and Figure 5-4. Or provide written approval from TDOT Traffic and Engineering Section along with any required conditions.

17) DS Sec.2-01.3.9.H.1: Revise the development plan documents to reconfigure the proposed sidewalk alignment from the bus stop to the existing sidewalk along the north property line. Per conversation with TDOT Permits and Codes the sidewalk should be constructed in a straight alignment along the adjacent right-of-way, the pedestrian access to the building will still need to be constructed to meet the LUC requirements.

18) DS Sec.2-01.3.9.M: Revise the development plan document to include both the cut and fill quantities as written in on Sheet 3. Verify the written note gets transferred over to the revised development plan.

19) DS Sec.2-01.3.9.N.2: Revise the development plan document to provide a curb cut detail for Keynote #'s 23, 24, 25, 26, 32, and 34. The Keynote may label the widths of the curb cuts for drainage however a detail for construction must be provided that generically matches the pedestrian curb cut Detail 2 on Sheet 5.

20) DS Sec.2-01.3.9.N.2: Revise the development plan document, Keynote and any associated details to label the required minimum filter fabric specifications or reference to PC/COT Standard Specification 1014. The Development Plan Package is to be used as the construction document for site and grading and must accurately label and detail all improvements in plan view and on all associated details for construction purposes.

21) DS Sec.2-01.3.9.R: Revise the development plan document to label the sidewalk curb opening widths in plan view per Detail 2 Sheet 5 at all locations to verify minimum pedestrian access widths.

22) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

23) DS Sec.2-01.3.9.T: Revise the development plan document to label and dimension the required 5-foot sidewalk within the right-of-way of both Camino Seco Rd and Broadway Blvd per DS Sec.3-01.3.3.A. The dimensioned 4-foot width per Keynote #10 does not meet the minimum standard.

24) DS Sec.2-01.3.9.T: Revise the development plan document and detail for the refuse enclosure to match DS Sec.6-01 and Figure 3a for the required double refuse enclosure, specifically the total width dimension of 28-feet and the 2% slope that is required to drain towards the front of the enclosure.


GEOTECHNICAL REPORT:

25) DS Sec.10-01.3.5.1.3.a and 10-02.14.2.6: Provide a Geotechnical Report evaluation that addresses the following:

a) Provide pavement structure design recommendations.

b) Provide recommendations for the proposed retaining wall and constructed slopes that are proposed.

c) Revise General Note #5 to include the reference to the Geotechnical Report and any addendums prepared for this project. Provide the date, job number, engineer who prepared the report, etc.


GENERAL COMMENTS:

Please provide a revised Development Plan Package, Drainage Statement and Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

2. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

3. Within a vehicular use area, one (1) canopy tree is required for each 4 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.

4. Add note pertaining to Dust Control: The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite.

5. Verify Water Harvesting Plan calculations DS 10-03.4.0.

6. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This development package was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for the entire site.

The following comments are based on the "LAYOUT TO BE USED WITH A DEVELOPMENT PACKAGE SUBMITTAL (DS 2-01) dated 12-2009, located at http://cms3.tucsonaz.gov/files/dsd/DevPackageSubmittalLayout.pdf.

2. Provide a cover sheet that includes the following information;
Zoning information / adjacent zoning.
Consultant team (identify who is responsible for BASE layer). This includes but is not limited to name of firm, contact, phone, address, e-mail for all those involved in the putting the plan together, the registrants and the owners.
Location map.
Sheet index.
General notes Notes to be organized under a heading indicating which plan the note(s) are for, i.e. Site, Grading, etc.
All calculations required by the development standards and all applicable city codes.
All modifications to code listed as detailed in the development standards.

The following comments are based on Development Standard 2-01.0:

D.S. 2-01.2.6 A small, project-location map shall be provided in the upper right corner of the cover sheet.

D.S. 2-01.2.7 The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

3. D.S. 2-01.3.2.D Zoning acknowledges that D.S. 2-01.3.2.D states that an administrative street address is to be provided in the title block. After discussion with Pima County Addressing the administrative street address is to be provided adjacent to the title block. That said provide an administrative address adjacent to the title block.

4. D.S. 2-01.3.3 Provide the following relevant case numbers on the plan adjacent to the title block on all sheets, DP12-0066.

5. D.S. 2-01.3.7.A.6.b Provide a general notes stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE".

6. D.S. 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. That said provide the zoning for the parcels located north of Broadway Blvd. and west of Camino Seco.

7. D.S. 2-01.3.9.H.5.a On both detail 9 & 12 show the proposed wheel stops and a location dimension the meets the requirement of LUC Section 3.3.6.8.C.

8. D.S. 2-01.3.9.H.5.d Remove all references to "CLASS 1 & CLASS 2" from the details on sheet 5.

9. D.S. 2-01.3.9.H.5.d Per LUC Section 3.3.9.2.B.6 show the two (2) feet by six (6) feet required for each bicycle.

10. As cross access is proposed provide a copy of the recorded cross access agreement with the next submittal.

11. Provide the new "DEVELOPMENT PACKAGE" approval stamp on all sheets. This stamp can be found in "jpg, dwg, pdf" format at http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp.
