1. DP21-0097 will need to be withdrawn before a new development package can proceed.
2. Balanced basin retention is required on the site. Stormwater detention on the site must be such that post development peak discharge rates are reduced to pre-development rates.
3. First flush stormwater retention is required. The first half inch of rain must be retained onsite in basins or landscaped areas.
4. Adhere to Low Impact Design standards by maximizing water harvesting to landscaped areas.
5. A pedestrian refuge is required along the east side of the building.
6. If the space to the east of the building is alternatively surfaced, ensure it meets standards outlined in UDC 7.4.6.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. Please include a design narrative with the submitted DP outlining how the requirements of PAD-26 are being met with the associated DP.
2. There has previously been an NPPO for the site as was included as part of PAD-26. Per the revised PAD under Part II: Land Use Proposal, Section F.2, “Mitigation for on-site vegetation will be done through the selected plant inventory method for both the north block and south block. Mitigated vegetation will be planted within buffer yards and on-site amenity landscaped areas. A Landscape Mitigation Plan has been submitted as part of the tentative plat/development plan.” Please follow the approved mitigation plan.
3. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
4. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
5. Per PAD-26, Part IV, Section C Design Guidelines Part 2.a. all parking areas shall be screened from view from Kolb and Valencia Roads and shall be enhanced with perimeter screening and landscaping.
6. Per PAD-26, Part IV, Section C Design Guidelines Part 2.a, a landscape buffer along the Valencia and Kolb frontages shall consist of a fifteen (15) foot wide buffer. The perimeter landscape buffer shall vary in width to reflect varied building setbacks. The buffer shall contain either existing undisturbed vegetation or revegetation of drought tolerant species which are typically found on the project site or surrounding areas.
7. Per PAD-26, Part IV, Section C Design Guidelines Part 3 Entries, the plantings and monument signage shall be consistent at all entries. Monument signs are to be constructed and designed in conformance with the standards for freestanding signs in the City of Tucson Unified Development Code. Monument signs shall also conform to Scenic Route requirements. Monument signs at entry points and along the internal spine roadway shall reflect and be compatible with the building materials, colors, texture and style.
8. Per PAD-26, Part IV, Section C Design Guidelines Part 3 Lighting, parking lot, driveway, and walkway lighting shall provide uniform illumination. Lighting should be fully shielded as permitted in the light pollution code.

9. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
10. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
11. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. Flush curbs and parking blocks will help meet these standards.
12. ACommercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
