PROJECT DESCRIPTION & LOCATION:
The applicant requests feedback on a proposal to expand the existing TEP substation at the corner of Alvernon Way and Mabel Street across the undeveloped R-2 parcel to its east.

The proposal entails replacing the existing transformer infrastructure with two modern transformer systems, installing a new section of perimeter wall, and creating two new access points on Mabel Street.

This is the second presubmittal meeting for this proposal, the first meeting took place on 7 February 2024.

Applicable Plan Policies:

Plan Tucson encourages the improvement of the appearance of above-ground utilities and structures. Development should reflect sensitivity to site and neighborhood conditions.

The Grant-Alvernon Area Plan requires developments be complementary to the existing scale, character, and identity of existing neighborhoods. Development should be sensitive to surrounding uses through the use of design, location, landscaping, screening, etc. The Plan is silent on vehicular access for utilities land use, and access from Mabel is allowed without amendment.

Analysis:

The TEP Substation expansion depicted in the plan set is subject to the Utilities Distribution use-specific standards located in UDC sec. 4.9.11.A. for the R-2 Zone. Additionally, the Utilities Distribution use in the C-1 zone requires adherence to use-specific standard 4.9.13.O, which has no conditions applicable to the proposal.

4.9.11.A.- Distribution System
1. The setback of the facility, including walls or equipment, shall be 20 feet from any adjacent residential zone.
Does not meet requirement.
2. Where a facility is not enclosed within a building, the surrounding screen shall be used as the building wall for the purposes of setbacks.
Zero-foot setbacks proposed for screen wall.
5. The use shall not have any service or storage yards.

8. Any building housing such facility shall be in keeping with the character of the zone in which it is located. The Design Review Board (DRB) shall review all applications and make recommendations to the Zoning Examiner. The DRB shall review architectural style, building elevations, materials on exterior facades, color schemes, new mechanical equipment locations, lighting of outdoor areas, window locations and types, screening, landscaping, vehicular use area, and other contributing design features.
The proposal will require review by the DRB.
9. The use shall be located wholly within an enclosed building or within an area enclosed on all sides with a masonry wall or compact evergreen hedge, not less than six feet, nor more than ten feet, in height.

11. The use shall be limited to power substations with an input voltage no greater than 138 kilovolts.

The concept presented will require design review in addition to a public hearing before the Zoning Examiner. The final submittal should include a design package for consideration by the Design Review Board. Further conversations with Housing and Community Development should also inform the special exception application materials, as the proposed wall does not meet setback requirements to the City of Tucson managed rental units to the east.

1. There are existing mature trees on the eastern property owner’s property line where the proposed 12-foot perimeter wall is located. During the Development Package submittal, please add a note to the construction plans to take great care in the preservation of the existing tree’s and their root structure. The possibility of root compaction while using heavy machinery to build the wall could harm the trees.
