1. Sheet 3- Site Plan. Concerning Key Note No. 30. If the existing driveway apron is non-compliant with current standards and is not going to be utilized, new concrete sidewalk cannot be placed at the entryway. Rather a new P.A.G. standard 206 driveway apron shall be installed.
2. Sheet 3- Site Plan. Concerning Key Note No. 12. Concrete Header is not approved to be installed at this location. Rather, new concrete curb per P.A.G. standard 209. (Through the driveway apron, the new curb will be “depressed.”)
3. Any existing curb, sidewalk, or the driveway apron that is not compliant with current standards will be modified or replaced to meet current standards.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

COMMENTS:
1. Ensure all Zoning and Engineering comments are addressed prior to the Landscape/NPPO comments.
2. Please include the correct Development Package number, TD-DEV-1223-00480 on all landscape & NPPO sheets.
3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. There is currently only one tree in the vehicular use areas. If there cannot be more than one tree in the vehicular use areas (parking lots), please place them in the landscape border along Broadway and Norris Ave.
4. Include spot grade on the CRWH Plan.
5. Include total percentage of site water needs met on the Commercial Rainwater Harvesting Plan.
6. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget (located here: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Water-Energy-Conservation). See TSM 4-01.0.0 Exhibit A.  The Site Water Budget is how the Water Dept tracks the irrigation water use on-site.

TRANSMITTAL DATE: January 5, 2024

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 17, 2024.

2-06.3.0 FORMAT REQUIREMENTS

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1223-00480, adjacent to the title block on all sheets.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2. COMMENT: 2-06.4.8.B – Clearly demonstrate that an access easement is provided for the existing cell site. Provide the recordation information.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. COMMENT: 2-06.4.9.F – Zoning encroachment.

4. COMMENT: 2-06.4.9.H.5.a – Under General Note 18 “EV CAPABLE PROVIDED” you state “**EV CAPABLE SPACES TO BE SHOWN ON THE SITE ELECTRIAL PLAN IN THE BUILDING PERMIT PACKAGE”. Based on a discussion with staff, Nicholas Ross, the ev capable spaces shall be shown on the DP and this not shall be removed from the plan.

5. COMMENT: 2-06.4.9.H.5.d – Under General Note 18 the long-term bicycle parking states”***LONG-TERM SPACES ARE PROVIDED WITHIN UNITS DETERMINED BY ARCHITECT”, but Keynote 26 points to a long-term locker located outside the building. Clarify what is proposed. Also remove the reference to “DETAILED ON BUILDNG PLANS” as all required details for bicycle parking will be addressed on the DP.

6. COMMENT: 2-06.4.9.H.5.d – It does not appear that the proposed short-term bicycle parking meets the requirements of UDC Article 7.4.9.C..2.a to the primary building entrance called out under Keynote 1. Clearly demonstrate on the plan that the requirement is met.

7. COMMENT: 2-06.4.9.R – Based on the provided plan it appears that you propose to connect to an existing sidewalk in the northeast corner of Auto Zone parcel. As you appear to connect on private property some type of easement will be required.
