08/29/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: El Rancho Center Development Package (1st Review) TD-DEV-0724-00217 TRANSMITTAL DATE: August 29, 2024 DUE DATE: September 1, 2024 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 12, 2025. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.1 – Provide an email address for the owner listed on the plan. 2. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0724-00217, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. COMMENT: 2-06.4.7.A.4 - The existing use listed is not a use but a use group. As this is a mixed use development list all uses within the center and any applicable Use Specific Standards. 4. COMMENT: 2-06.4.7.A.6.a – General 20 remove the reference to UDC Section 5.5 as Speedway is not designated as a Gateway in this area. 2-06.4.7.A.8 - For development package documents provide: 5. COMMENT: 2-06.4.7.A.8.a – South of southeast corner of Building #1 there appears to be some type of enclosure that there appears to be walls/fence and doors/gates. Clarify what this area is. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 6. COMMENT: 2-06.4.8.C – Provide the following information for streets that abut this site, right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.H.5.a – The vehicle parking calculation is not correct. If you are going to use the ratio for a shopping center, it applies to the entire center. Also, if you are going to use the shopping center calc provide a breakdown of all uses with in the center and clearly demonstrate that the center meets the definition of a shopping center, UDC Article 11.3.9.C.3. 8. COMMENT: 2-06.4.9.H.5.a – There is an accessible parking space shown just south of the southwest corner of Building #2 that does not have the required access aisle. Zoning recommend that you customer corrects this issue. 9. COMMENT: 2-06.4.9.H.5.d – It appears that the bicycle parking calculation is based on a retail use but nowhere on the plan are you showing a retail use. 10. COMMENT: 2-06.4.9.H.5.d – As you are proposing to add 2,632 SF of patio which would require 2 additional short- & long-term bicycle parking spaces clearly demonstrate that at least 2 existing short-term and 2 existing long-term spaces meet the requirements of UDC Article 7.4.9. 11. COMMENT: 2-06.4.9.O – The required street perimeter yard setbacks shown for the north and west are not correct. Review UDC Article 6.4.5.C.2.a & .b 12. COMMENT: 2-06.4.9.R – As the ramps called out under Keynote 31 are located within the access aisles and the access aisle shall run the extend the full length of the parking space it serves, ICC A117.1-2009 Section 502.4.3, clearly demonstrate that the proposed ramps to not exceed the 1:48 slope allowed under ICC A117.1-2009 Section 502.5. 13. COMMENT: 2-06.4.9.R – As the encloser asked about under comment #5 appears to restrict access along the south side of Building #1 clearly demonstrate that the requirements of TSM Sections 7-01.4.1.B, 7-01.4.2 & 7-01.4.3.A are met. 14. COMMENT: 2-06.4.9.R – The striped cross walk running at an angle behind the access parking space and adjacent parking space located south of the southwest corner of Building #2 presents a safety hazard and should be relocated.
