The scope of this review covers the architectural, structural, plumbing, mechanical, and electrical designs as they relate to the codes adopted by the jurisdiction. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

ARCHITECTURAL COMMENTS

General

1. Addressed.

2. Previous Comment: Please indicate on the cover that the steel stairs shop drawings, elevator shop drawings, and wood ‘I’ joists will be provided as part of a deferred submittal. Still Required: The deferred submittal list was added to the cover but missing the elevator shop drawings from the list. A racking system is also indicated as a deferred submittal but the plans for the annex do not indicate the use of a racking system. Please clarify.

3. Previous Comment: Note on the cover of the drawings that special inspection is required for earthwork, concrete, epoxy and expansion anchors, structural steel, cold-formed steel deck, high-strength bolts, field welding, masonry, water-resistive barrier coating, and outdoor lighting. Also, provide City of Tucson special inspection certificate(s) with Parts A and B completed. Make sure that the owner or their legal representative signs the form. Still Required: A special inspection certificate was not provided for the required special inspections as requested in the previous comment letter. Please provide with the next submittal.

4. Addressed.

5. Previous Comment: Please provide approved and listed through and membrane penetration assemblies along with details of the assemblies. [Ref. IBC 2018 Sec. 714.5.2] New Comment: The revised plans included a narrative on the testing that through/membrane penetration firestop systems must meet but did not provide specific listed assemblies. Please revise.

6. New Comment: Please add new Sheet A001.3 into the sheet index.

7. New Comment: Sheets S6.0.1, S7.0.1, and S7.1.1 are missing from the plan set. Please resubmit with these sheets included.

Sheet C1.0

1. Addressed.

Sheet A101.2

1. Addressed.

2. Previous Comment: Elevator control rooms outside of but attached to hoist ways must be enclosed by 1-hour fire barriers. Please revise and include the listed rated assembly for the fire barriers. [Ref. IBC 2018 Sec. 3005.4] Still Required: The fire barriers have been indicated but a horizontal assembly is not provided for this room. Please provide a listed horizontal assembly for the elevator control room.

3. Addressed.

4. New Comment: The revised sheet is missing the page and detail numbers for the cross-section indicator at the lobby stair, the enlarged plan indicators of the elevator shafts and control room and multiple other areas. Please revise.

Sheet A102.2

1. Addressed.

2. Previous Comment: Please indicate a method of compliance for the duct penetrations in the equipment room floor. Is this intended to be a shaft enclosure in accordance with Section 713 or one of the other methods indicated in Section 717.6.3? Please clarify. Still Required: The revised plan included new detail C3 on Sheet A500.2 for the equipment room shaft enclosure. The detail raises a few concerns:

a. The shaft is not enclosed at the top so a horizontal assembly would be required to make the shaft enclosure compliant. The current design indicates the fire barrier essentially turned horizontally to create a horizontal assembly.

b. The listed assembly used is only compliant as a non-bearing wall not a ceiling assembly. A listed horizontal assembly would need to be used along with fire barriers to create the fire-rated envelope.

c. I would suggest that instead of using a shaft enclosure and horizontal assembly, Section 717.6.3 #3 allows for ducts to penetrate non-fire resistance rated floor assemblies without the use of a shaft enclosure if the annular space around the penetrating duct is protected with approved noncombustible material that resists the free passage of flame and the products combustion.

Sheet A111.2

1. New Comment: The plan indicates the elevator control room is open to the structure above. Please provide a listed horizontal assembly for this room. [Ref. IBC 2018 Sec. 3005.4]

Comments: Please resubmit revised drawings along with a detailed response letter which states how all Zoning Review Section comments were addressed.

1. Comment: Previous comment 1 not addressed. When comparing the plans for issued Development Package (DP) TD-DEV-0924-00272 and the plans submitted for TC-COM-0625-01161, there are some discrepancies in the square footage of the new training center building and the heights. In the issued DP, the square footage of the training center is listed as 14,602sf while the Commercial Building permit has the square footage listed as 14,823sf. Also, the proposed height on the approved DP is 40’ however the Commercial Building permit has the height listed as 48’. If these dimensions are correct, a revision to TD-DEV-0924-00272 will be required as the building plans need to match the development package.

If you have any questions about this transmittal, please contact Bobby Parsons at Robert.Parsons@tucsonaz.gov.
