Also, provide City of Tucson special inspection certificate(s) with Parts A and B completed. Make sure that the owner or their legal representative signs the form. Still Required: The special inspection certificate provided indicates Syndey Palmer as the water-resistive barrier coating special inspector. Sydney Palmer is not included in the Town of Oro Valley approved special inspectors lists that is recognized by the City of Tucson.
