THE CONTRACTOR FEELS THAT SINCE HE IS NOT OPENING ANY OF THE UNITS THAT ARE GOING TO BE UTILIZED BY SOMEONE WHO IS HANDICAPPED, IT IS UNFAIR TO WITH HOLD THE TCO.
