TP-PRE-0824-00182 In review 08/05/2024 N/A Pre-Application Tucson Electric Power Company (“TEP”) requests a Special Exception Land Use permit (SELUP) for (see Appendix A): • Three perpendicular crossings of GCZs along Route B4 (see Appendices B & D-G). • The portion of Campbell Road (14th Street to Grant Road) on Route D1 that parallels the GCZ (see Appendix C & H). • The Vine 138 kV Substation (see Appendix I). This request is to support the approved Certificate of Environmental Compatibility (CEC) by the Arizona Power Plant and Transmission Line Siting Committee for the Midtown Reliability Project (see Appendix J), which includes the preferred and alternative route for the 138 kV transmission line. The proposed Vine Substation will be permitted by the City of Tucson to serve Midtown customers with 138 kV to 13.8 kV electrical service. The Midtown Reliability Project will upgrade Midtown Tucson’s antiquated and overloaded 46 kV sub-transmission system to a more reliable 138 kV system. This upgrade is urgently needed to replace older, lower-voltage equipment that cannot keep pace with the increasing energy use in central Tucson as the aged Midtown system is at or near capacity. Peak power demand in the area has nearly reached the capacity of the current system. This reduces reliability of the electric grid. The existing Midtown 46 kV system has little to no contingency reserve, creating circumstances that challenge TEP’s ability to serve customers in the area reliably and adversely impacts the future growth potential of Midtown. The existing 138 kV system includes the recently completed Irvington-to-Kino line, which was approved in 2018. The Midtown Reliability Project is a continuation of that line north from the Kino Substation to the proposed Vine Substation terminating at the DeMoss Petrie Substation. This project will tie Midtown into a looped system with access to regional generation and transmission resources. Project Description • In mid-July, TEP was granted approval of a CEC by the Arizona Power Plant and Transmission Line Siting Committee which approved TEP’s preferred Route B4 including three perpendicular crossings of GCZs along Route B4 (see Appendix J). • CEC also approved an alternate route along a portion of Campbell Road (14th Street to Grant Road) on Route D1 that parallels the GCZ. • The approved route or alternative will serve the proposed Vine 138 kV Substation (see Appendix I).
