06/27/2017 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

THE BUILDING IS A CMU TYPE BUILDING. . THE FRONT OF THE BUILDING HAS AN OPEN PORCH WITH A STEEL FRAMED STAIRCASE WITH CONCRETE STEPS. THE REAR OF THE BUILDING HAS A WOOD FRAMED REAR CANTILEVER BALCONY WITH DECKING BOARDS AND A METAL RAILING. THIS WAS A VISUAL INSPECTION FROM THE GROUND FLOOR. BELOW ARE THE CODE VIOLATIONS THE BALCONIES HAVE HEAVY DETERIORATION AND WOOD ROT DAMAGE TO THE CANTILEVERED BEAMS, DECKING BOARDS AND FLOOR JOISTS. MOST OF THE DECKING BOARDS HAVE UPLIFTED WITH MISSING FASTENERS. THERE ARE MULTIPLE FLOOR JOISTS WITH SEVERE WOOD ROT DAMAGE METAL RAILINGS HAVE MISSING HARDWARE, PORTIONS OF THE RAILING HAVE EXCESSIVE RUST AND LOOSE. 2 X 2 SECTION OF ROOF SHEATHING WAS CUT THE PORCH BEAMS HAVE MISSING HARDWARE ROOF SHEATHING IS DILAPIDATED AND DAMAGED MISSING HARDWARE ON THE BEAMS MULTIPLE FLOOR JOISTS HAVE SEVERE WOOD ROT DAMAGE.
