06/13/2016 INSP - INITIAL CODE ENFORCMENT PUMPHREY Approved Minimum housing inspection; Inspectors Goodman, Hollander, and Pumphrey on site. This is a followup to condemnations issued on 06/03/16 for units 1, 2, 4, 5, 6, 8, 9, 10, 12, 14, 15, 19 by Inspector Navarro; those separate cases will be referred to this case for management purposes. Previously condemned units 1, 2, 6, 8, and 12 were broken into and accessed without reinspection for occupancy. These units were secured again.. Roof inspection of both buildings showed west building in fair condition and east building in poor condition requiring repair; this roof had areas of uplift and depression with movement identified that may indicate dilapidated sheathing and should not be present in a roof in good repair. Inspected evaporative coolers for units 1, 2, 3, 8, 9, 19, 11, 12, 13, 18, 19, 20 (12 units); units 3, 8, 9, 10, 11, 12, and 20 were irreparably damaged by corrosion and rust inhibiting full and safe use; all units had electrical defects not to accepted code either by installation, subpanel securement, or lack of weatherproofing. Remaining units did not have coolers and have front installed A/C units. No one home at occupied units 11, 16, 17, or 18. Inspected unit 7; unit 20 declined. Note: occupants of unit 11 had left immediately upon our arrival. Unit 7 had incorrectly installed water heater, clogged sink, running toilet, and loose shower fixtures; holes in wall and broken window in kitchen; missing outlet and fixture covers. Accessed unoccupied units 1, 6, and 8 which showed continuing lack of electrical service, with ceiling and roof damage, clogged toilet and missing window in 8, missing water heater in 6. Multiple missing or broken windows prevalent in complex. Loose or incorrectly installed exterior lighting fixtures surrounding complex. Laundry room has incorrectly installed water heater with the venting terminating just below higher soffit of east building. Smoke detectors appear to be lacking or inoperable in all accessed units. Gas meters show many tagged for illegal use and others tagged as hazardous 9, 13, 17 (failed drop test?), 20 by SWG. Operable gas required for furnaces as installed for winter months.
08/10/2016 INSP - FOLLOW UP CODE ENFORCE VIDAL Approved Received a call from Rick Saldate that T.F.D. on site with a fire. Arrived and unit #20 had a fire in the interior of the unit. The property had no utilities due to all were all off and were remove on Friday. Did have other units that were opened from being forced opened with removing the plywood. The owner was called to the site to meet with T.F.D. The owner gave permission to have the property resecured. Inspector Pumphrey was on site and will be taking over the case. The property did go into crime scene and was waiting for the warrant. Some of the wall units have been removed and will remove the remaining to have the openings covered with plywood. RV.

06/13/2016 T.C. Ch. 16, Sec. 16-12(d) COOLERS. Evaporative coolers, cooler stands, and any cooler mounting apparatus must be maintained in a safe condition. Cooler stands and any mounting apparatus must be structurally sound. T.C. Ch. 16, Sec. 16-11(d) MECHANICAL EQUIPMENT. All mechanical equipment and appliances shall be properly installed, maintained in a safe, working, operating condition, and shall be free of any defect that impairs operability. T.C. Ch. 16, Sec. 16-11(b) (2) COOLING. Every dwelling unit, guest room, and congregate residence shall be provided, in at least one habitable room, with either mechanical cooling or an alternate cooling method. Cooling facilities shall be installed and maintained in a safe condition and in accordance with the manufacturer's recommendations, and shall be capable of providing adequate cooling, appropriate for the climate, to assure a safe living environment. Evaporative cooling shall be maintained to be free of excessive rust, corrosion or mineral deposits that limit proper operation. Any mounting apparatus for a cooling facility must be structurally sound. Mechanical fans or portable evaporative cooling devices may only be used on a temporary basis as the sole source of cooling when the permanent cooling system is being repaired or replaced.
