The property had no utilities due to all were all off and were remove on Friday. Did have other units that were opened from being forced opened with removing the plywood. The owner was called to the site to meet with T.F.D. The owner gave permission to have the property resecured. Inspector Pumphrey was on site and will be taking over the case. The property did go into crime scene and was waiting for the warrant. Some of the wall units have been removed and will remove the remaining to have the openings covered with plywood. RV. | |

| 08/05/2016 | INSP - FOLLOW UP CODE ENFORCE | Approved | Received a call from T.P.D. that people living in condemned units. T.P.D.had 4-units on site due to finding people in units that have been condemned and no utilities. Had 5-units that were being lived in and had power to the units. #3 was tampering with at the meter that had been turned off by T.E.P. for lacking payment. #20 meter was turned off for lacking payment and was getting power from a light on the exterior overhang where installed an outlet to plug into and ran an extension cord to the interior of the unit for power. That unit was where the manager lived in. #13 had backed up plumbing and the water was running to the cooler and when the water was furned on for the cooler it sprayed all over the roof and the ground was puddled where the water is falling off the roof. #11 had someone in the unit and were not on site. The freinds were calling the person to come to the site. #18 was over crowded and had dog creates in the living room. Did call supervisor Rick Saldate to check on the status of the inspection done today and yesterday. Did go over the situation on the property and was going over on removing the power at the pole due to the people keep tampering with the power to get it to their unit. The permission was given to remove the power at the poles. The gas meters will be pinned that remain on the property and was only a few. When Southwest Gas came to the property, no tampering was found with the gas meters. The water was turned off by Tucson Water at the meter with a city lock due to had units that were not able to stop the water from running. Did get a hold of the owner and was requested to come to the site. He tried to not come due to his business. I did talk to the owner and went over what is happening and needed him on site due to shutting down the units. Did go over that the utilities are going to be removed at the pole for electrical, the meters for gas and water. Did advise that the owner needs to meet with the tenants due to placement may be required. Once the owner was on site did show him some of the issues that were being addressed. Did let him know that the managers unit was one of the issues that started this situation. Did let the owner know that all the utilities are being removed at the pole and meters and requesting that the property be secured tonight. The owner was not able to secure the property and gave permission to have the property secured. Arcaiden was called by T.P.D. to have the property secured. T.P.D. did also call T.E.P. to have the electrical removed at the pole. Inspector Vidal call Tucson Water and Southwest Gas to have the water and gas removed to the property. All the urilities will require a reconnect to have the electrical, gas and water turned back on. The owner did sign the paper work to vacate the units that were occupied and was able to talk to the tenants on moving their items out of the units. When Arcaiden Industries came to site, they instructed to caver all openings of doors and windows that were not covered. All the 20 units and the laundry room were covered with plywood. The metal secuity gate was pinned shut and place a chain and city lock. The property has some postings and will ask the area inspector to place "Do Not Enter" on all 4-sides during the week.
