05/20/2016 T.C. Ch. 16, Sec. 16-13(g)(3) HAZARDOUS POOLS. Any swimming pool or other contained body of water that contains water 18 inches or more in depth at any point and that is wider than 4 feet at any point and is intended for swimming must be properly secured and maintained so as not to create a hazard to public safety, a health hazard or attractive nuisance, and shall be entirely enclosed by a wall, fence or other barrier that is adequate to prevent access by children. Water shall not be allowed to stagnate or to harbor insect infestation.
05/20/2016 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (3) Every habitable room must have at least two electrical receptacle outlets, or one outlet and one electric light fixture. Every bathroom, water closet compartment, and laundry room must have at least one electric light fixture.
05/20/2016 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

05/20/2016 INSP - INITIAL CODE ENFORCMENT HOLLANDER Approved Inspector GG and I met with maintenance. We looked at both pools There are two pools on this property. Both pool had electrical concerns. There are broken connections and fittings at the motors. There are missing the bonding wires for the motors and the heaters. There are junction boxes open and missing covers. There is junction boxes with bent and open covers allowing moisture and environment in. There is switch covers that are missing flip covers also allowing environment in. There are problems inside the Electric panels. One of the panels the front pool has melted wires and double tapping on the breakers. The other panel has neutral conductors being used as hot conductors. Labeling is missing on both panels. Talked to the maintenance personnel about the hazards associated and how an electrical contractor will be needed due to the nature of the hazards. I let him know that permits will be required for work. I will return with paperwork on Monday or Tuesday for the NOV. Met with the manager and issued a "Do Not Enter" order and shut both pools down. Left a NOV for emergency abatement with her, she sign the copy. Instructed her to go ahead and lock out both pools at this point.
