05/25/2015 INSP - INITIAL CODE ENFORCMENT VIDAL Approved Received call from communication that T.P.D. on site with power being taken from the common area. Arrived and the unit has no electrical due to lack of payment. Did find where a hole has been made in the drywall to get to the exterior light for the porch deck to the second floor unit powered by the common area lighting. The exterior light fixture is not connected and the wiring has been connected to an extension cord by connecting a light fixture with an outlet to connect the extension cord. The extension cord is connected to a surge protector and other extension cords amd go to christmas lighting to the other rooms for lighting to the rooms. The unit has been secured before and currently are climbing the rear railing by climbing on the wood fence on the first floor and reaching the railing and climbing over the railing to enter the unit. The rear sliding glass doors have been pulled apart to gain entry into the unit. The owner was being arrested and will call Arcaiden Industries to have the unit secured. Did take pictures and did the posting on the front door of the Notice to Vacate and the Notice of Violation. Did place plywood on the rear railing to prevent and climbing over the rear railing. Both sliding glass doors were screwed shut from the inside and the front security door was pinned shut. Did find where the unit has been secured before and the pins and the screws were removed. Will check in 10 days. RV.
06/01/2015 INSP - FOLLOW UP CODE ENFORCE VIDAL Approved Received call from the owner that the power will be turned on today. She requested that the unit be opened. I advised that I would not go to the site until the power has been turned back on. I did call the management to let them know that the power will be turned back on. I did advise that the unit will be opened to the owner when the power is turned back on. I did call maintenance and checked if the power has been turned on and it hadn't been turned on. Did advise the maintenance that the unit will be opened to the owner once the power was turned back on. He was aware. Did get a call in the afternoon approx. 3:30 pm that the power was turned back on. I did go to the site with Inspector Dan Ingram and the power has been turned back on and called Arcaiden Industries to remove the plywood from the deck railing and the front door and remove the screws from the sliding glass doors. The metal security door was removed from the bolts and placed on the rear porch deck due to the amount of damage the door has. The owner had left the property and the unit was left opened. The owner was called that the unit was opened and she stated OK that she is on her way back to the unit. T.P.D. was called to the site due to the action of the owner blaming for the damage to the unit. Advised her to call RISK Management to report the damage she is claiming that was done. Did call the management back to let them know of the action of the owner of the blaming of the damage to the unit and they stated that they have pictures on what she has done through out the property to other location and units. The unit has no smoke detectors and will do N.O.V. She did bring 2-smoke detectors and they have no base plate to mount the smoke detectors to the walls or ceilings. RV.
