05/05/2015 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.
05/05/2015 T.C. Ch. 16, Sec. 16-12(b)(3) ROOFS. The roof of every building or structure shall be maintained in a safe condition and shall provide weather protection for that building or structure. Roof coverings shall not be rotted, broken, split, buckled or otherwise deteriorated. T.C. Ch. 16, Sec. 16-12(b) FOUNDATIONS, WALLS, ROOFS, AND CHIMNEYS. Every foundation, wall, roof, chimney and all exterior surfaces of buildings and structures shall be maintained in structurally sound condition and shall provide weather protection. All wood showing evidence of termite damage or decay, where structural or functional integrity is impaired, shall be replaced.
05/05/2015 T.C. Ch. 16, Sec. 16-11(b) (2) COOLING. Every dwelling unit, guest room, and congregate residence shall be provided, in at least one habitable room, with either mechanical cooling or an alternate cooling method. Cooling facilities shall be installed and maintained in a safe condition and in accordance with the manufacturer's recommendations, and shall be capable of providing adequate cooling, appropriate for the climate, to assure a safe living environment. Evaporative cooling shall be maintained to be free of excessive rust, corrosion or mineral deposits that limit proper operation. Any mounting apparatus for a cooling facility must be structurally sound. Mechanical fans or portable evaporative cooling devices may only be used on a temporary basis as the sole source of cooling when the permanent cooling system is being repaired or replaced.

Habitable rooms within a dwelling unit shall be provided with natural ventilation by means of openable exterior openings with an area of not less than 5 square feet. A mechanical ventilating system may be provided in lieu of required exterior openings for natural ventilation, so long as such system is capable of providing thirty-five one-hundredths (0.35) air changes per hour and so long as the air supply is taken from the outside.

BRANT CONTACTED SERVICE MASTER WHO CAME OUT TO SECURE DAMAGED WINDOWS AND TEMPORARILY COVER PORTONS OF EXPOSED ROOF. MY INSPECTION OF BUILDING #7 FOUND THE FOLLOWING: > LARGE SECTION OF 3-PLY BUILT UP ROOF REMOVED AND BLOWN OFF THE ROOF. UNDER THE TOP LAYER I FOUND 2 MORE ROOFS (COVERINGS) FOR A TOTAL OF 3 ROOFS. MANUFACTURERS STATE NO MORE THAN 2 LAYERS OF ROOF SHOULD BE ALLOWED ON THE ROOF DUE TO LOAD AND STRESS PLACED UPON THE ROOF FRAMING SYSTEM. > FOUND ONE COOLER MISSING, ORIGINALLY THOUGHT COOLER WAS BLOWN OFF IN MICRO BURST BUT UNSURE. >ALL ELECTRICAL AND OR PLUMBING CONNECTIONS WERE IMPROPERLY COMPLETED OR RIPPED OUT BY THE MICRO BURST. >FOUND PLUMBING VENT PIPES, MECHANICAL VENT PIPES, ROOF JACKS AND TEMINATION CAPS REMOVED OF BROKEN BY THE STORM.
