Development must comply with the Administrative Manual Section 2-06 - Development Package. Associated building permits and Development Packages can be submitted concurrently; however, the building permits cannot be approved prior to the Development Package. 2. The site is zoned R-1 and the proposed use is a government owned and operated (please confirm) cultural use with food service as an accessory use, which is a permitted subject to use specific standards 4.9.4.M.1 and .3 (UDC 4.8.4). If the Zoo is considered to be privately operated a M&C Special Exception will be required. a. 4.9.4.M.1 - Activities may be conducted outdoors. Loudspeakers or music, live or recorded, shall not be permitted within 600 feet of a residentially zoned property. b. 4.9.4.M.3 - Soup kitchens are not permitted. 3. The maximum permitted height is 25' (UDC 6.3.4). Building height is the vertical distance measured from design grade elevation to the middle (between the eave and ridge) of the highest gable of a pitched or hipped roof (UDC 6.4.4). It appears the Asian Pavilion might be exceeding the maximum permitted height. 4. The maximum permitted lot coverage is 60% (UDC 6.3.4). Lot coverage is the percent of the lot that is covered by building, storage areas and vehicular use areas (UDC 6.4.3). 5. The parking area is required to be equal to 30% of the area occupied by the zoo (UDC 7.4.4). 6. The required number of short-term bicycle parking spaces (standard bike rack) is 10% of the required number of motor vehicle parking (UDC 7.4.8) provided within 50' of each public entrance (UDC 7.4.9). 7. Two-way parking area access lanes (PAAL) are required to be a minimum of 24' wide. One-way access lanes that are not serving as PAAL's are required to be a minimum of 10' wide (UDC 7.4.6). 8. Pedestrian circulation paths within the site are required to be a minimum of 4' wide and ADA accessible (TSM 7-01). 9. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. Tucson Water's New Area Development Unit has no objections to the proposed development and offers the following comments for your convenience: 2. The Water Master Plan sheets in the Asia Development Package (Sheets 55-57) shows a backflow prevention device in the proposed 8" public water main, which is highly atypical. It's not required by Tucson Water's design standards. Perhaps it is not necessary. 3. The Water Master Plan sheets also show a single 6" water meter assembly and backflow prevention device discharging to a private water line that parallels the public water main around most of the Asia exhibit. A six (6) in water meter (and the backflow prevention device) would need to be placed within a large meter enclosure that is a minimum of 10' wide x 25'long by 5' per Tucson Water's SD 314. And, it would be expensive to purchase. Can this single 6" water meter be replaced with several smaller water meters connected directly to the public water main that each serve a small number of buildings? This would eliminate the need for the large meter enclosure and very likely reduce the cost of purchasing water meters for this project. It would also likely result in a reduction of the associated wastewater connection fees for this project, as the wastewater connect fees are based on water meter size. And it would appear to eliminate the need for the private water line running parallel to the public water main. 4. The design of the proposed public water mains will need to be reviewed and accepted within Tucson Water's normal water master plan and design plan review processes before construction of these water mains begins. The following requirements will apply to the design and construction of the new public water mains: a. The owner/developer will first need to obtain a Water Availability Letter from Tucson Water verifying this project is within Tucson Water's service area. Note: This document is required for all projects, even though it may be obvious that the project is within Tucson Water's service area. It is used in some other development processes, most notably the City Council's final plat approval process. b. A water master plan showing the proposed water main layout will then need to be prepared for this project. During the water master planning of this project, please plan on looping the new on-site water mains to at least two different points in Tucson Water's existing water distribution system as required by Section 8-06.4.2.A of Tucson Water's Design Manual to meet water quality and fire flow requirements or explaining what legal and/or technical reasons prevent such looping. The new public water mains will also need to be located within public or private streets to the maximum extent practicable. Where this is not practicable, the new water mains will need to be centered within public water easements that are a minimum of 15' wide and lie on smallest number of private parcels possible. c. The local fire department's fire flow requirement for the building type, the fire hydrants and the fire department's vehicular access also need to be shown on the water master plan. d. The water master plan must first be submitted to the local Fire Department for review. Upon the local fire department's acceptance of the water master plan, it may be submitted to Tucson Water's New Development section for review. e. Upon the Fire Department's and Tucson Water's acceptance of the water master plan, a detailed water design plan for the new water mains will need to be submitted to Tucson Water's New Development section for review and acceptance. The owner of the property will need to enter into a Construction Agreement with Tucson Water regarding the construction of the new water mains before Tucson Water will accept the detailed water design plan. f. Upon Tucson Water's acceptance of the detailed design plan, the detailed design plan must be submitted to Pima County Development Services Department for an ADEQ Approval To Construct to comply with State of Arizona law. g. Only after all the above tasks have been completed, may the owner/developer schedule a Pre-Construction Meeting with Tucson Water's Construction section to schedule the start of the new public water main construction. h. The new public water mains will not be accepted into Tucson Waters distribution system for use, and no water meters will be issued, until all new public water easements shown on the detailed construction plan have been recorded. 5. Please note that Tucson Water's Water Master Plan and detailed Water Design Plan processes are currently not part of the City of Tucson's Planning and Development Services processes. The Water Master Plan and detailed Water Design Plan are separate submittals that must be made through Tucson Water's electronic plan portal at https://www.tucsonaz.gov/water/tucson-water-electronic-file-submission. 6. Additional information about Tucson Water's Water Master Plan and detailed Water Design Plan processes can be found on-line at https://www.tucsonaz.gov/water/contractors-developers-and-engineers. 7.
