COMMENTS: The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).

This site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-4), subject to use-specific standard 4.9.7.B.5-9.

1. Per UDC 6.4.5.C, the minimum required front street perimeter yard setback is the greater of 20'-0" or 1 ½ times the height of the proposed exterior building wall. Measurements were not provided from design grade; an additional six inches were added for this comment. Based on a wall height of approximately 25'-5", the minimum required front street perimeter yard setback is approximately 38'-1"; proposed is 7'-0", measured from the street property line to the proposed building wall.
2. Per UDC Table 6.3.2-A, the minimum required side and rear perimeter yard setbacks are the greater of 6'-0" or 2/3 the height of the proposed exterior building wall. Measurements were not provided from design grade; an additional six inches were added for this comment. Based on a wall height of 18'-11", the minimum required side yard setback to the west lot line is 12'-7"; proposed is 9'-0".

A DDO must be submitted and approved to reduce the required setbacks. STRUCTURAL REVIEW COMMENTS:
Denied
1. Include the proposed live and dead loads for the new structure on the drawings.
2. Indicate that new construction has been designed to withstand a minimum wind speed of 115 mph and Seismic Zone B. 2018 IRC R301.2(1).
3. Provide a detail on how the new foundation and slab will connect to the existing building foundation.
4. Clarify that the new floor trusses will be cantilevered for the balcony and not supported by a foundation. Update the truss notes on sheet 4 and 5 to indicate the truss drawings will be provided as a deferred submittal prior to rough inspections.


BUILDING REVIEW COMMENTS:
Denied
1. Indicate a landing outside of the new garage person door at the rear of the garage. The landing must be a minimum of 3’ in the direction of travel and be at least as wide as the door it serves. 2018 IRC R311.3.
2. Provide the required clearance dimensions on the floor plan for the first floor powder room under the stairs. A 15” distance is required from the wall to the center in of the toilet fixture and a minimum clearance of 21” is required in front of the toilet bowl. It also loos like the door will open into the side of the toilet which may not be desirable. 2018 IRC R307.1.
3. The office on the second floor is to small to be considered a habitable space. Habitable rooms must have a minimum dimension of 7’ in any horizontal direction and not less then 70 sf. Enlarge the room or indicate the area will be used as a closet or storage. 2018 IRC R304.
4. Indicate the fire rated door between the house and garage will be provided with self closing and self latching hardware. 2018 IRC R302.5.1.
5. Clarify what the tag numbers are referencing on sheet 4. If it is a detail indicate the sheet where the detail occurs, if it is to be for notes, provide the information on the page.
6. Note on the plans that attic venting will be provided in accordance with 2018 IRC R806.
7. Note on the plans that fire blocking will be installed in all walls and concealed spaces prior to covering. 2018 IRC R302.11.
8. Note on the plans the energy requirements for the new windows. A maximum U factor of 0.40 is required with a maximum SHGC of 0.25.
9. Provide details for the graspable handrail for the stairs on the drawings. 2018 IRC R311.7.8.
10. Provide details for the guard rails on the drawings for the balcony and the open side of the stars. 2018 IRC R312.1


MECHANICAL REVIEW COMMENTS:
Denied
1. Provide a gas BTU schedule for the house on the plans and indicate that the existing gas line is sufficient to accommodate the new load.
2. Provide a manual J or other approved calculations to indicate the size of the new mechanical system to be installed.
3. Note that ducts, air handlers and filter boxes shall be sealed. 2018 IRC M1601.4.1.



ELECTRICAL REVIEW COMMENTS
Denied
1. Note that the can lighting installed in the ceiling will be IC rated and sealed for energy efficiency requirements. 2017 NEC 410.66
2. Note that a minimum of 90% of all lighting fixtures in the dwelling will contain high-efficacy lamps. 2018 IECC R404.1.
3. Indicate the location of an existing exterior outlet that is within 25’ of the new mini split unit for the servicing of the unit or indicate a new outlet will be provided. 2017 NEC 210.63.
4. Update the smoke detector notes to Indicate smoke detectors shall be installed in each sleeping room, outside of each sleeping room in the immediate vicinity of the bedroom. 2018 IRC R314.2. Smoke detectors shall be hard wired with a battery backup and shall be interconnected so that the actuation of one alarm will activate all. 2018 IRC R314.4.
5. Indicate carbon monoxide detectors shall be installed outside of each sleeping area in the immediate vicinity of the bedrooms. 2018 IRC R315.3. Note on the drawings that carbon monoxide devices shall be hard wired with a battery backup and shall be interconnected so that the actuation of one alarm will activate all. 2018 IRC R314.4. Smoke detectors and carbon monoxide alarms may be combined.



PLUMBING REVIEW COMMENTS:
Denied
1. Update the plumbing notes on the drawings that all plumbing fixtures will be efficient fixtures. Toilets are required to be low flush using 1.6 gallons per flush or less, while showerheads and faucets must not exceed 2.5 gallons a minute. Ordinance 7178.
2. Clarify if the existing water service is sufficient to accept the new plumbing fixtures. Provide a plumbing fixture count for the entire house and note the required water pressure requirements for the fixtures on the drawings. 2018 IPC 604.
3. Note on the drawings that the shower shall be pressure balanced and shall be equipped with an anti-scald device that will limit the temperature setting to 120 degrees in accordance with 2018 IPC 412.3.
4. Note on the drawings that shut off valves will be installed on the supply side to each new plumbing fixture (other than bathtubs and showers) and each appliance or mechanical equipment. 2018 IPC 606.2.
5. Note on the drawings that all plumbing drain, waste and vent systems shall be tested for leaks in accordance with the 2018 IRC P2503.5 prior to concealing.
