This site is located in the R-2 zone (UDC 4.7.8), a duplex is an allowed use in the zone subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

1. This comment was not addressed. The vehicle parking area does not meet the requirements of UDC Articles 7.4.6. A list has been provided below for items not addressed. Depending on how the comments below are addressed additional comment maybe forth coming. Based on T21-M0059 floor plan each unit has 3 bedrooms, the “DEN” counts as a bedroom. Per a Zoning Administrator Determination for the den not to count as a bedroom it must open into an adjacent room such as a living, dining kitchen area, not a hallway. This opening is required to be a minimum 5’-0” wide. Either revise the model plan so that the opening into the den is from the “LIVING AREA” or revise the plot plan to show the required 5 vehicle parking spaces and vehicle use area that meets the requirements of UDC Articles 7.4.6 & 7.6.4.
a. Per UDC Table 7.4.6-2 minimum two-way access lane is 20’-0”.
b. As at any time a neighbor’s wall could be constructed along the south property line clearly demonstrate that the southernmost vehicle parking space shown along the west side of the propose structure meets the 10’0” wide requirement of UDC Article 7.4.6.D.2.b.
c. Demonstrate how the requirements of UDC Article 7.4.6.G are met.
d. Demonstrate how the requirements of UDC Article 7.4.6.H are met for the entire vehicle use area.
e. Demonstrate how the requirements of UDC Article 7.4.6.I are met.
f. Per UDC Article 7.4.6.K A street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way. The three vehicle parking spaces shown along the west end of the building does not meet this requirement. Show the required PAAL, back-up spurs etc. A 10’-0” landscape buffer maybe required.
g. Per TSM Section 7-01.4.A At least one sidewalk is required to a project from each street on which the project has frontage.
h. Per TSM Section 7-01.4.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located, provide a sidewalk along the north side of Unit 1.
i. Per TSM Section 7-01.4.C A sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene, provide a sidewalk along the west side of the proposed structure.

7.7. Native Plant Preservation
The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing healthy plants while allowing for salvage and transplanting plants on the site that are likely to survive.
A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted and approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. Please do not ask for an exception if there are native plants on site.

By far, the easiest way to meet this requirement is to set aside 30% of the lot for Natural Undisturbed Open Space (NUOS). Provide calculations and designate NUOS on the plans.
