Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations on the property with code compliance.

FLOOR PLAN:

Provide a floor plan showing each room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH.

1. Roof projections extending into the 3-foot fire separation distance require not less than one-hour fire-resistive construction on the underside. Provide notation for compliance with R302.1 (City of Tucson Amended) for the altered roof overhang. The fire protected overhang may not extend closer than 24” from the property line.

FRAMING PLAN:

Provide a roof framing plan showing beam and rafter location and sizes.

SECTIONS - DETAILS:

Provide structural details showing code compliant materials and fasteners from the foundation to the roof covering of new exterior walls. Include the foundation dimensions and floor separation from grade. Show rating of insulation both walls and ceiling. New exterior walls require compliant attachment to a foundation with minimum 6" spacing above exterior grade.

PLUMBING PLANS:

Provide piping details showing code compliant materials and sizes or show relocated fixtures.

MECHANICAL PLANS:

Provide equipment details showing code compliant components, locations and sizes, or show relocated components.

ELECTRICAL PLANS:

Provide wiring details showing code compliant devices and sizes. Show circuit number and size with receptacles at all walls and lighting control at each doorway both interior and exterior. Receptacle, lighting and smoke detector circuits require arc-fault protection.

INTERNATIONAL ENERGY CONSERVATION CODE:

Provide insulation details minimum (R-13 walls and R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better.

OUTDOOR LIGHTING CODE

Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 3.1.2. Include all exterior fixtures on the property in the calculations or show proposed fixtures as Full Cut Off (night sky friendly).

COMMENTS: The following comments are for the purpose of applying for a variance before the Board of Adjustment (UDC Section 3.10.1).

This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10.

Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall, see UDC Article 6.4.5.B & Figure 6.4.5-A

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A).

1. Based on the note “f.f.e 0’-0”, finished grade may vary 8” to 12” below f.f.e” the perimeter yard setback is based on the highest point of the wall measured from design grade. That said based on a wall height of 15’-0” the required perimeter yard setback from the room addition to the west property line is 10’-0”, proposed perimeter yard setback is 7’-0”.

2. Unpermitted roof structure attached to second dwelling unit; based on a wall height of less than 9’-0” the minimum perimeter yard setback to the east property line is 6’-0”. Per UDC Article 6.4.5.D.1.b a roof overhang is only allowed to extend two feet into the perimeter yard. Based on the 3’-5” dimension provided the proposed perimeter yard setback from the roof structure is 5’-5”. As this is a second dwelling unit a separate permit is required for this roof structure.

Additional comments that need to be addressed prior to approval of the building permit:

3. This comment was not addressed. Based on aerial photos the changes made to this structure in 2015 were not just a simple reroof. The roof structure went from a flat roof to a pitched roof which changes the required perimeter yard setbacks. Provide permit documentation for the structure located in the southwest corner of the property, modified or replaced sometime after 2014 and the porch addition to the north side of the guest house sometime after 2012.
