06/17/2019 PMCLAUG1 COMMUNITY PLANNING REVIEW Completed AT&T Mobility is proposing a new 100'-tall WCF tower disguised as a eucalyptus tree just north of the westernmost ballfield in Thomas Jay Park. The location of the WCF is to the east across Craycroft Road from Craycroft Elementary School. The nearest residential units are single family homes located approximately 800 feet to the south across Littletown Road.

Plan policy supports WCF that are located at appropriate locations and installed to minimize visual impact and preserve views. Considering the distance to the residential properties and the stealth design of the WCF, little or no impacts on residential uses are anticipated and views from these properties are not anticipated to be negatively impacted.

The proposed tower site lease area is shown on the PDP to be 50 feet by 50 feet (2,500 square feet) and will be enclosed by a 15-foot high decorative masonry wall. Service access is proposed by way of 16-foot wide access/utility easement from Craycroft Road, located to the west of project site.

The WCF site is located within the Airport Hazard District (AHD) within the Airport Environs Zone overlay for Davis Monthan Air Force Base. The applicant has been in contact with DMAFB and has obtained written documentation in the form of an email from the Base Community Planner that there are no concerns from DMAFB. The following response was sent to the applicant and PDSD staff from DMAFB on Tuesday, March 12, 2019:

Dear Mr. Olsen and Mr. McLaughlin

Thank you for reaching out to Davis-Monthan AFB to allow us the opportunity to take a look at this proposed cell tower. I have plotted the cell tower coordinates point provided and then overlaid our Airfield Imaginary Surfaces GIS layer. This cell tower sits beneath the Inner Horizontal Surface which generates a 150 foot ceiling height. Since your plan states the tower will not be higher than 100 feet, this proposal would not have a negative impact on our airfield operations from the site location and tower height perspective.
