1) The "street" on the eastern side of the property does not appear to be fully developed north of the autozone. A public improvement plan through TDOT may be required to extend the street to the north. If this is the case then a pedestrian circulation connection will need to be provided from the site to the newly developed street
2) A sidewalk is required between the building and the perimeter access lane. TSM 7-01.4.1.B. This will reduce the width of the current lane below 24'
3) Per TSM section 10-01.3.2.C, At the intersections of streets with other streets or collector or arterial streets with PAALs/Driveways, the curb lines will be connected with a curve having the minimum radius shown in Figure 6. A radius curb return will be needed at the access lane and Broadway connection
4) Proposed development is greater than 1 acre and is subject to threshold retention of the difference between the pre and post 5 year rain event. Reference City of Tucson Detention/Retention Manual section 1.4. Detention is required to not increase offsite flow compared to the pre-developed condition
5) UDC section 7.4.7, drive thru lane should be minimum 9' wide, currently as shown is about 8'
6) UDC section 7.4.6.E.1.a. minimum 18' unobstructed radius os 18 feet is required where the proposed loading zone intersects a PAAL or access lane

If they are not able to assist due to larger water service needs, this project may need to prepare and gain approval for a Water Master Plan and Water Design plan. Please let us know when Water service needs are known.

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. The proposal is for a greenhouse aquaponics building, including food production and an accessory retail use. The proposal would be classed as Agricultural: Urban Farm, subject to use-specific standards 4.9.2.E.
3. Retail: Food and Beverage Sales would be allowed as an accessory use to the Urban Farm use. However, sales are limited to agricultural products grown on-site. See UDC 6.6.5.F.
4. The raising and selling of fish for processing may need a determination from our Zoning Administrator as to whether it fits within the parameters of the Urban Farm use.
5. The proposed use is permitted in the C-2 zone. However, this parcel includes split zoning with roughly the northern 40' of the property zoned R-1. Urban Farm is not a permitted use in the R-1 zone. However, the Unified Development Code does allow for the more intense use (Urban Farm) to encroach into the less intense zone (R-1) by 25'. Provide dimensions for the R-1 zoning with any submitted plans to verify this standard is met.
6. Be aware, this use does require certain nuisance mitigation related to air pollution, illumination, waste, noise, odor, vibration and heavy machinery.
7. Clarify whether mechanical or passive greenhouse, as different standards may apply. If heated and cooled mechanically, a mitigation plan will be required.
8. The street required setback on 22nd St is 21' or the building height, as measured from the outside edge of the curb. The required street setback on the unnamed road would also be 21' or the building height, as measured from the outside edge of adjacent travel lane. Required setbacks to the north and northwest corner would be 1.5 times the height of the building. To the west the required setback is 0' along the C-2 zoned portion. It does not appear setbacks are being met with a proposed building height of 34'.
9. The Transportation Department may require street improvements if using the unnamed road as a secondary access to the site.
10. Parking is not required for the principal or accessory use on the site.
11. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
