| 02/26/2019 | PIMA COUNTY | BUILDING-COMMERCIAL | REVIEW | Reqs Change | BUILDING – COMMERCIAL In Project Data, sheet T1, the IBC occupancy classification and use is shown as Business Group B. This single classification is not consistent with International Code Council (ICC) consensus. The floor plan shows that the majority of this facility will be used for cultivating cannabis with an adjacent drying/trimming room. This facility shall be considered an F-1 occupancy From what is shown on the floor plan, I assume that this facility will only be used for growing, harvesting, drying, separating the “usable” from the “unusable” plant products (trimming), and packaging the usable product in some way for delivery to a dispensary located elsewhere. I also assume that no sales or other interaction with the public is to happen here and no extraction of oils from the plants will be done on site. Am I correct? If other functions are anticipated please provide a short narrative for how this facility will operate so that the information on the submitted documents can be verified against the Code. Ref. 2018 IBC 107.2.1. If assumptions in review comment 2 above are correct, please revise the Project Narrative in Project Data on sheet T1 for clarity. It should read “Project is a tenant improvement for a medical marijuana cultivation facility. A dispensary will be located elsewhere off-site,” or some other similar language. Ref. 2018 IBC 107.2.1. On sheet T1 Accessibility Notes 1 refers to the 2003 version of ANSI A117.1. Please change this to 2009. Ref. 2018 IBC 107.2.1. On sheet T1 Code Compliance Note D specifies an NFPA 13A sprinkler system. Please change this to NFPA 13. Ref. 2018 IBC 903.3.1.1. On sheet T1 Code Compliance Note O refers to the 2006 IBC. Please change this to 2018 IBC. Ref. 2018 IBC 107.2.1. The Occupancy Load shown on sheet T1 appears to be calculating occupancy for the entire building, including the unoccupied portion that will also require a tenant improvement review and building permit at a later date. Per the intent of the 2018 IBC 1004.3 please revise the Occupancy Load calculation on sheet T1 as follows: 3,617 SF agricultural area/300 GSF = 12 occupants + 493 SF industrial area/ 100 GSF = 5 occupants + 611 SF accessory storage area, mechanical equipment /300 GSF = 2 occupants + 279 SF locker rooms / 50 GSF = 6 occupants + 180 SF business area / 150 NSF = 2 occupants = 27 total occupants for the facility that will be occupied in phase I. Because the total occupancy of the Phase I area (this permit) is less than 50 and only a single exit is required, the 50’ maximum dead end corridor provision of the Code (2018 IBC 1020.4 exception 2) does not apply. The door at the end of the corridor leading into the non-permitted area shall be either removed (opening can be framed in and covered with drywall) or provided with a storeroom lock (delete the panic hardware shown in Fixture Note E on sheet A3 for this door) and a sign stating “NO EXIT.” The non-permitted half of the building shall not be used for any purposes until a tenant improvement permit for the space has been obtained. On sheet A2, keynote 6 (janitor sink) is show in various locations pointing to walls and keynote 4 (column) is shown pointing to the stair at the bottom right corner of the building. Please go through the drawing set and coordinate keynotes to the drawings. 2018 IBC 107.2.1. On sheet A2 please add layout dimensions for all new walls. 2018 IBC 107.2.1. On sheet A2 please verify that the existing floor slab under the new 3,000 gallon water tank is sufficient. The weight of this tank with water is approximately 25,000 pounds. Also, please verify that the clear dimension between the roll up door and wall corner in the equipment room is sufficient for passage of the water tank. 2018 IBC 107.2.1. Please show how the dehumidifiers shown on sheet A2, fixture note “M”, will be supported from the roof structure. 2018 IBC 107.2.1. Provide structural calculations sealed by an Arizona registrant to show that the existing roof structure will support all the new mechanical and support equipment in locations shown on the mechanical roof plan and architectural plans. 2018 IBC 107.2.1. On the Reflected Ceiling Plan, sheet A3, add light fixtures in the restrooms and hallway to match the electric lighting plan, sheet E1. 2018 IBC 107.2.1. On sheet A3 modify the new stair plan 1 to add a handrail on both sides of the stair with 12” extensions at top and bottom of the stair run. Ref. 2018 IBC 1014.6 and 1014.9. On sheet A3 add the handrail height to stair section 118. Handrail shall be 34” to 38” above step nosing. Ref. 2018 IBC 1014.2. Because top of stair will be greater than 30” above ground surface, at a minimum, the portion of railing system above 30” shall be a guard per 2018 IBC 1015. The guard shall have a minimum height of 42” per 1015.3 and shall be designed so that a 4” diameter sphere cannot pass through the guard from walking surface to required height except as allowed by exceptions to 1015.4. The exterior door in the Equipment Room (door type C) is scheduled to have a keyed lockset with dead bolt per Fixture Notes on sheet A3. If it is intended that this door be an exit door, the lockset/dead bolt arrangement does not comply with the 2018 IBC 1010.1.9 and 1010.1.9.5. “Egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort.” If this door is not intended to be used as an exit door remove the exit sign from the electrical lighting plan on sheet E1. |
| 02/26/2019 | PIMA COUNTY | MECHANICAL-COMMERCIAL | REVIEW | Reqs Change | MECHANICAL – COMMERCIAL Neither the mechanical plan on sheet M2nor the equipment schedules on sheet M3 identify rooftop units as being “existing” so I assume that all units shown are new. Is this correct? If not, revise documents to indicate what equipment is new and what equipment is existing. Ref. 2018 IMC 106.3.1. On sheet M3 the Load Summaries indicate mechanical units AC-1, AC-2 and AC-3 for zones 2 – 5. Please revise to show which AC units correspond to which zone. 2018 IMC 106.3.1. Per City of Tucson Zoning Compliance T18SA00450 condition 1 submit the “odor mitigation plan including additional HVAC controls and/or air scrubbers.” The required odor control equipment shall be included in the mechanical sheets. |
| 02/26/2019 | PIMA COUNTY | ELECTRICAL-COMMERCIAL | REVIEW | Reqs Change | ELECTRICAL – COMMERCIAL There is text on all electrical sheets that is smaller than 3/32”. City of Tucson standard requires that the minimum size of text, both upper and lower case, is 3/32”. Enlarge text as required to comply. See building review comment 19 regarding the exit sign over the exterior door in the equipment room. If this door is not to be an exit door this sign shall be removed from the electric lighting plan on sheet E1. All receptacle outlets in the grow rooms shall be GFI. Ref. 2017 NEC 547.5(G). |

| 02/26/2019 | PIMA COUNTY | PLUMBING-COMMERCIAL | REVIEW | Reqs Change | PLUMBING – COMMERCIAL Clarification regarding how the parts of the hydroponic irrigation system shown in the equipment room work together require clarification. For example a domestic water line with backflow preventer is shown routed to the 3,000 gallon storage tank on the plumbing plan; however a water line takeoff is shown before the water turns down into the storage tank. This takeoff is routed to the reverse osmosis system. Is this correct, or does the water from the tank route through the reverse osmosis and antiscalant systems before being pumped to the grow areas? Please provide a line diagram or description of the system that includes water tank, gray water tank, reverse osmosis, antiscalant, water pumps. The intent is for the building inspector to understand the system and what portions of it must be inspected. 2018 IPC 106.3.1. Show routing of sump pump plumbing lines from the grow rooms. 2018 IPC 106.3.1. |
