1) Existing building is impacted by a FEMA flood Zone AH. Proposed tenant improvement is a substantial improvement as it exceeds 50% of the building value as defined by Chapter 26 of the Tucson City Code
2) The building will need to be floodproofed following FEMA regulations. See following link https://www.fema.gov/media-library/assets/documents/34270
3) The option exists to reduce the value of the improvements such that they do not exceed 50% of the building cost. Another option is to attempt an elevation certificate to potentially remove the structure from the floodplain
4) A floodplain use permit will be required

02/19/2019 ROBERT SHERRY WATER REVIEW Reqs Change The plumbing floor plan on sheet P102 shows a new reduced pressure backflow prevention assembly located in an electrical room. Reduced pressure backflow prevention assemblies are required to be installed in locations accessible to Tucson Water. Reference: Chapter XXVII, Article V, Section 27-72, the Tucson Code, http://www.tucsonaz.gov/files/water/docs/backflow-ordinance.pdf. (Note that an existing backflow assembly is located along E. Edison Street, by the existing 2" water meter.)
