#1. Comment (a) was to include neutrals with the feeders for the new 400 amp service. NEC 250.24. The Keyed note #11 is incorrect.
Per the revised drawing E4.0, the neutrals are not continuous to the utility supply source. Without these neutrals, Panel 'DP1' will not operate properly as a 3 phase 4- wire panel. Also there is no low impedance path for fault current back to the electrical supply source. Verify that Keyed note #9 is correct. Without grounded conductors (neutrals) installed with the secondary's, the AC system will not operate as designed. Please see NEC 250.2.
#2. Comment (e) was to provide a fused disconnect to protect the derived transformer feeders to panel 'LP1A' . The fused disconnect should be on the secondary side of the transformer.NEC 240.15, 240.21, 450.14.
