1. COMMENT: Zoning has done a cursory review of the building plans. Prior to a more comprehensive review by zoning an approved Development Package (DP) must be reviewed and approved prior to zoning approval of the building plans. While the cursory review did yield an indication that the modifications to the interior of the building does not affect any zoning regulations there are some modification being made to the site that must be reviewed and approved via the DP. In addition Zoning will be approving the T.I under the UDC Section 3.3.3.H Zoning Compliance for Site Improvements in Existence on May 1, 2005. The site does not appear to have the required number of parking spaces for the Change of Use. A Construction Service Use requires a parking ratio of one space per 300 GFA requiring this site to be provided with 83 parking spaces. There are only 67 spaces provided. Approval under this process allows zoning to approve the use as long as the building footprint has not changed as of May 1, 2005. An owner signed and notarized affidavit must be provided with the building plan documentation on the next submittal. (This is assuming that the DP is also approved.) See the attached form that must filled out and notarized.


2. COMMENT: Zoning will review the building plans on the next submittal to assure consistency with the approved DP. If any changes are necessary to the building plans due to plan review comments that affect zoning requirements the DP will have to be revised to reflect the changes. Once the DP is approved by all reviewers and the building plans are approved by the Commercial Plans reviewers zoning can approve the building plans.

3. COMMENT: Per the site plan depicted on sheet A-3 a new 3-foot wide elevated concrete sidewalk is proposed along the west side of the building. All sidewalks must be a minimum of 4 feet in width and meet the minimum 5% running slope and 2% cross slope grades. Label the slopes for the new sidewalk area.

8. Verify the minimum available water pressure for this address with Tucson Water; the data from Tucson Water appears to show a pressure range of 41 to 47 PSI. Revise the water pressure calculations as required.
9. Verify the size of the reduced pressure zone backflow prevention assembly for the water service. On sheet P-1, it is noted as being a 2-1/2" assembly but on sheet P-3, it is called a 2" assembly.
10. Revise the water heater detail to show the hot water return for the recirculating hot water system connecting to the cold-water inlet of the water heater. Reference: Section 607.2.2, IPC 2012.
11. The plumbing plan for the second floor notes a 3" waste stack dropping down to the first floor from rooms 108 and 109 but on sheets P-2 and P-3 it is a 4" stack. Clarify the size of the stack.

#1. Provide complete electrical plans. Ref; Plan Sheet E1, E2,E3, E4.
(a) Provide for a Grounding Electrode System or grounding detail for the new 30 kva transformer 'T3'. Include conductor sizes and types. NEC art 250.30
(b) Provide a feeder schedule that correlates with all the new panel feeders shown on the riser diagram. Show conduit and conductor sizes and types. NEC art 215, 220, 230.
(c) Provide load calcs for the service.
(d) Revise the panel load calcs for accuracy. For example, panel 'L1' feeds panels 'A1' and 'A2', the total load for these two panels are almost double of the load shown for panel 'L1'. This is also the case for panel 'L1A' and 'L'. Also, why is the Demand Loads shown higher than the connected loads, for panels 'H', 'H2' 'A1', 'A2', 'A4', 'B1'? Also, continuous loads should be 125% not 25%. NEC art 210.19
(e) Provide for overcurrent protection for the secondary feeders of transformer 'T3' and panel 'A3' as required per NEC arts 240.21, 408.36b, 450.14
(f) Provide a detailed line diagram for the service entrance section and show the OCPD protecting the feeders for transformer 'T3', and the transformer.
(g) Identify the load (6650 VA) on circuit breakers #24 and 26, panel 'B2' . NEC 408.4
(h) Identify and or provide room numbers on the electrical power and lighting floor plans and correlate these areas with the panel schedules for electrical equipment including, receptacles, lighting, mechanical equipment, etc. The panel schedules should be more specific. NEC 408.4

See chapter 104 for the Plan Submittal Requirements for Outdoor Lighting, Provide all the necessary information required to determine compliance. (a) The lumen cap option used per table 401.1 (E3, Option 1) of 350,000 per lumens per acre is for "Mostly LPS (low pressure sodium) lighting".
