RESUBMITTAL REQUIRED: TDOT Permit Review Section has reviewed the subject PIA paving plan and does not recommend approval at this time. The following comments need to be addressed and plans revised prior to final approval. Please include a response letter addressing the following comments and return any redlined drawings with subsequent submittal.

1. Sheet 1: Include the plan number "I-2017-0016" in the title block of each sheet.

2. Sheet 1: Include the PIA activity number "T17PI00038" on cover sheet.

3. Sheet 1, Paving Notes: Provide a note indicating the pavement subgrade preparation recommendation as indicated in the geotechnical evaluation report prepared for site.

4. Sheet 2, Provide a pavement structural section detail for the proposed asphalt on Avenida del Convento.

5. Sheet 1: Revise General Paving and Grading Note 6 to indicate City of Tucson "City Mix" asphalt Mix #2.

6. Sheet 2: Depict and label all existing roadway infrastructure (OCS poles, manholes, electrical cabinets, catch basins and curb access ramps. on the south side of Cushing Street proposed roadway intersection.

7. Sheet 2: Indicate width of the proposed curb access ramps at the intersection of Cushing Street and Avenida Del Convento.

8. Sheet 3: Provide details for placement of Rock Rip-Rap at concentration point OS4 and catch basin OSD3. Indicate rock size, filter fabric details and placement limits.

9. Sheet 3: Provide complete details for the proposed curb opening at 12+00, RT (Avenida del Convento). Indicate curb end treatments, outlet scour protection (cutoff wall?) and post barricade location,

10. Sheets 3: Indicate the class of pipe for all proposed reinforced concrete pipe to be used.

11. Sheet 3: Revise Cushing Street Curb Opening detail to indicate the placement of a driveway apron per PAG S.D. 206 with wedge curb in lieu of a curb depression.

I have reviewed this plan and have the following comments:
1. Sheet 2 - It appears that the west end of the cull de sac ties into a parking area. Please clafify what is needed at this locaton. Are these parking improvements far enough out to justify a concrete header while waiting for the parking to be constructed?
2. Sheet 3 - Key note 1 does not appear to point to the stormdrain manhole.
3. Sheet 3 - Detail B = Drafting error - shows 6" bike lane.
4. Sheet 3 - Cushing curb opening - Please provide more information to locate this driveway opening. Also, where do the wings tie into the existing sidewalk and what is the elevation of these wings (percent slope coming in off of Cushing too).

Comments:

The Engineering Division has reviewed the PIA Plan and recommends denial/resubmittal. The following comments need to be addressed on the next submittal.

1. The Ash tree is not on the approved plant list (I talked with the LA and he has changed this, but not on this submittal).
2. The west side is a little confusing with ROW line location vs construction limits.
3. Need to add TDOT standard notes for planting in ROW. See attached. Address irrigation per #6.
4. Access from parking to sidewalk on the Avenida Del Convento is difficult due to understory planting. Please reduce planting to provide pedestrian access.

SUMMARY: The proposed public improvement and development package plans, geotechnical report, hydrology report for Caterpillar were reviewed for compliance with City of Tucson regulations including: Tucson Code Chapters 25, 26, Green Streets Active Practice Guidelines, TDOT Engineering Division Active Practice Guidelines, Technical Manual Sections 4-03 & 4-04, 10-01, and other Tucson regulations. The following comments are provided:
1) Tech Man Sec.4-04.10.10.4: As shown on MapTucson, an existing 1-11'x7' elliptical arch culvert is located in the vicinity of the project site. Regarding impact to public infrastructure, per D-94-006 (as-built: 1997) this older structure will need appropriate setback from edge of structure (at minimum 15-feet depending on proposed grading design) for any proposed excavation or grading activity.
a) Show and label location of extents of structure on plans.
b) The public 30-ft drainage easement shall be delineated on plans.
c) Retaining walls along northeastern boundary have keynotes indicating removal. These access areas are located in the Cushing Street revised right-of-way limits and are used for pedestrian access to trail and may be used for structural protection of road prism and existing con arch. These retaining walls should remain unless structural assessment and engineering justification is provided. Revise as necessary as there may be impacts to onsite basin design and nearby proposed facilities.
2) Tech Man Sec.4-04.2.3.1.4.G: Update section 1.2 of the Hydrology Report to reflect discussion of the effective LOMR-F impacting mapped floodplain limits.
3) Tech Man Sec.4-04.2.3.1.4.C: Provide updated floodplain information on plans:
a) Revise plans to reflect current effective FEMA floodplain limits per LOMR-F, label current flood zones, and show any revised floodplain limits created by new project.
b) Remove delineations of flood zones that are not effective.
4) Tucson Code Chap.26 Art.2: City of Tucson is authorized by ADEQ to review project SWPPP, although the project NOI and NOT is still required to be obtained from ADEQ. Current SWPPP appears to not include the proposed new roadway; a revised SWPP or a separate SWPP for the roadway will be required. The following comments may apply:
a) Revise SWPPP sheet:
i) Show location of construction entrance on SWPP. Note 1 is not applicable and can be removed.
ii) Show disturbance limits that includes access road and construction staging areas.
iii) Indicate a particular BMP's to be used for perimeter and inlet protection locations (general list of BMP's will not be accepted).
iv) Velocity Dissipation Device must be specified on SWPP.
v) Wash/out Concrete wash-out area shall be determined and shown on SWPP and shall not be located in jurisdictional floodplain area.
vi) Note 10 on SWPP plan shall be revised to include the "... new location shall be…" approved by EOR and Operator and as accepted by City Inspector.
vii) Note 15, add: City of Tucson contact email (stormwater@tucsonaz.gov).
viii) Revise note 16 to correct designation as Phase 1 Large MS4.
ix) Entire site is indicated to have BMP perimeter control; however it appears that BMP may not be needed at upstream side of project site.
x) Revise location of controls and assure construction access areas and total disturbance area are included.
b) The SWPPP report shall be sealed by civil engineer per Tucson Code. Also missing signatures or information in sections 5.2, 8 (or add reference in these sections to the correct appendix).
c) Remove all locations of "Final location to be determined by Contractor" and "BMP to be selected by Contractor".
d) Add City of Tucson contact email (stormwater@tucsonaz.gov) in section 3.6.
5) Tech Man Sec.4-04.2.2.5: Please note, if a floodplain use permit has not been already applied for with PDSD, a floodplain use permit will be required for this PIA. Fill out FPUP application at resubmittal or email for copy of application.
