| 01/18/2018 | DAVID RIVERA | ZONING | REVIEW | Reqs Change | FROM: David Rivera PDSD Zoning Review Section PROJECT: T17CM09494 New Single Family Dwelling (1st Review) 2920 N. Old Fort Lowell Court TRANSMITTAL DATE: January 18, 2018 DUE DATE: January 23, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. 1. COMMENT: Zoning has reviewed the site plan and building plans for compliance with the development criteria and use specific standards for a Single Family residence in the R-1 Zone. 2. COMMENT: The building setbacks are based on the greatest of 6 feet or 2/3 the wall height adjacent to the property for all interior perimeter yards, (height is measured from design grade and not finish floor). The height must be measured from the design grade or ground adjacent to the building; the heights used to apply the building setback have been measured from the finish floor. While there is probably only a 6 inch difference in height it does make a difference in the setback. Revise the height used to apply the building setback based on the ground and not the finished floor. The building setbacks will be reviewed again on the next submittal for compliance. 3. COMMENT: The use is subject to compliance with the Use Specific Standards R-1: For 1 unit, 4.9.7.B.5 - 9; for 2 units (min. 10,000 sf lot size required), 4.9.7.B.1 - .9, & .11. It appears that the proposed dwelling has been designed with a total of 7 bedrooms (based on the UDC definition of a bedroom). Because there are seven bedrooms five parking spaces are required and per the UDC Section 4.9.7.B.7 all parking must in the side or rear yard. Due to the nature and layout of this lot I have requested a determination from the zoning administrator related specifically to the UDC Section 4.9.7.B.7. If the zoning administrator determines that this design meets the intent of the code, the plan can be approved on the next submittal. As of this review I do not have an answer from the Zoning administrator on the determination request. You are welcome to call or email me with regards to this specific comment. 4. COMMENT: UDC Section 6.6.3.A - A. An accessory building shall not be a dwelling unit but may be a building that is used as sleeping quarters by the residents of the dwelling unit in accordance with Sections 6.6.1.A and B. The sleeping quarters may include bedrooms, bathrooms, and a sitting room, provided the building complies with Section 6.6.1.C and is not the dominant use of the property; The Second floor sleeping quarters appears to include a kitchen. If this area of building is to be second dwelling annotate it as such. As a second dwelling it will be subject to impact fees. If this is sleeping quarters only, a kitchen is not allowed but the area can have a single bowl bar sink, an under the counter refrigerator (minim Fridge) but cannot include a stove or oven. *** (This property is large enough to allow two dwellings if that was the intent.) | 02/06/2018 | KEN VAN KARSEN | BUILDING-RESIDENTIAL | REVIEW | Reqs Change | T17CM09494 PLAN REVIEW COMMENTS Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL COMMENTS: 1. All construction drawings submitted after June 1, 2010 for one- or two-family dwellings must provide gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. In addition to the clothes washer provision; also provide gray drain-line discharge of all second story bathing fixtures through an exterior-wall drop for future gravity distribution. Include an aliened purple colored 2" vertical drop to a cleanout cap 2' above grade. See details at http://pdsd.tucsonaz.gov/files/pdsd/codes-ordinances/Grey_Water_Options_FINAL_.pdf FOUNDATION PLANS: 1. In addition to the accessible route entrance notation on the floor plan, verify the threshold condition at the vehicle doorway or an exterior hinged door when the garage is used for the accessible route. Also, notate the condition at the dwelling entrance on the post tension plan. If you have any questions please contact: Ken Van Karsen (520) 837-4912 City of Tucson Residential Plan Review |
