Re: Design Professional review IID - 17-01, The Flin (T17SA00465), review for compliance with the approved Infill Incentive District per PDSD Decision Letter dated, July 20, 2018.
After review, based upon Unified development Code (UDC) Section 5.12 IID (Downtown Core Sub-District DCS); and Rio Nuevo Area (RNA), of the required plans and documents submitted to PDSD, I recommend the following items be addressed prior to approval, as noted below:
1) Per the IID-DRC recommendation and the approved Directors Decision dated July 24th, 2018 the following items do not show compliance with the approved Design Package Elevations and Material Sample Sheet for IID-17-01 "The Flin" as required in as follows :
a) The Construction Documents do not show full compliance with the approved Director Decision letter related to Condition Number 1. The plan elevation key sheet A11.0 generally matches the approved design package elevations. However, a note on the plan elevation key sheet A11.0 indicates that it may not reflect what is actually shown on the individual keyed elevation sheets. Upon reviewing the individual referenced elevations, the following discrepancies relative to the approved design package elevations were found:
i) Sheet A11.2 - North Elevation - part of the North Elevation has been cut out of the elevation to allow it to fit onto the sheet. In order to confirm that the elevation matches the approved design, please provide the missing portion of the elevation, or confirm the entire elevation is as shown on the key Sheet A11.0.
ii) All elevations referenced on the key sheet show metal panel finishes that do not correspond to the approved design package elevations. The color and material schedules on the construction documents elevation sheets do not reflect the locations on the approved design plan and should not be, "T.B.D", To Be Decided, but should indicate actual colors selections and metal types that match those provided on the design package elevations and material sample sheets.
2) The Construction Documents do not show full compliance with the approved Director Decision letter related to Condition Number 5. The pedestrian walkway lighting on Sheet E3.3. No path lighting along building edge is shown on the west side of the building or the south edge adjacent to the historic structure (Samaniego House).

Wednesday 11/14/2018 Meeting to discuss Design Professional's first review of The Flin's construction documents:

1. Applicant will revise construction plans to show full compliance with the approved IID package and conditions, including:
a) The revision of keynotes referencing materials and colors;
b) The specification of any change of materials and/or colors from those approved in the IID package and decision letter;
c) The provision of all elevations as referenced in key sheet A11.0; and
d) The revision of lighting plan and details providing outdoor lighting on all sides of the project adjacent to the Eckbo pathways. Possible options discussed were lighting fixtures on the walls of The Flin's facades, or lighting fixtures in planters.

2. Staff will research the potential need of going back to the Tucson/Pima County Historical Commission's Plans Review Subcommittee for review of the lighting plan.
