The building plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed. 2. Sheet SP1 remove all references to the Land Use Code (LUC) as it is no longer applicable. Provide all applicable Unified Development Code (UDC) references. The Proposed use should be listed as Rehabilitation Service or Shelter Care subject to Use Specific Standards 4.9.7.J.1, 3.d, .4, .5, .6, and 4.9.13.Q. The existing use should be listed as Construction Service subject to Use Specific Standards 4.9.13.Q. 3. Provide a vehicle parking space calculation on the plan for both the Rehabilitation Service and Shelter Care & Construction Service. The calculation should include the ratio used, number required and provided and the number of accessible vehicle parking spaces required and provided. The ratio shown for the construction services is not correct. Review UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED. 4. As a Board of Adjustment (B of A) was applied for and approved provide a general note on the plan stating the B of A case number, date of approval, what was varied and if applicable any conditions of approval. 5. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve. Is the “open space” to be a dormitory used for sleeping? Code Analysis on sheet A0: As there are offices, a commercial kitchen, assembly spaces (lounge, TV, gathering, and activity rooms), a lobby and ?dormitory?, indicate occupancy counts for each space in the facility in accordance with IBC Table 1004.1.2 to arrive at a reasonable total occupancy load. By itself, per Table 1004.1.2, the “open space” room, if it is a dormitory, will have an occupant load of 55 people. Be aware that if the another regulatory agency determines maximum occupancy for this facility (20 people) for licensure, this does not affect how design occupant load is to be determined for a building of this size, which is according to the IBC. Code Analysis on sheet A0: If this is a residential congregate living facility, “B” is not the correct occupancy group. If the facility will house transient occupants (those whose length of stay is not more than 30 days), “R-1” is appropriate. If the occupants will stay for more than 30 days, then then “R-2” is appropriate. Code Analysis on sheet A0: Revise Summary of Governing Regulations (the IBC does not recognize “B-1” occupancy, so revise per item 3 above), the General Building Summary (add all occupancies and occupant loads per item 2 above), Egress Occupant Load, and delete Occupant Calculation since it is shown under General Building Summary. Code Analysis on sheet A0: There is a heading Occupant Load/Exit Plan, but none is provided. Include an exiting plan in the document set showing egress doors, path of travel and occupant loading for each path to an egress door. Code Analysis on sheet A0: Provide plumbing fixture calculations based on the revised occupancy load and IBC Table 2902.1. Show all site utilities on the Site Plan on sheet SP1and label “exist” or “new” with sizes. Site utilities shown on plumbing sheets belong on site construction plan. On sheet SP1, change “Codes” note to reference 2011 NEC and not 2005 NEC. On sheet A1, IBC 420.2 requires that walls separating the sleeping area from other occupancies in the same building to be constructed as fire partitions per IBC Section 708. On sheet A1, business areas (offices) must be separated from assembly areas (gathering room, TV room) by 1-hour fire-rated partitions per IBC Table 508.4. However, this fire separation can be eliminated if you design this building as “nonseparated occupancies” per IBC 508.3. To do that “the most restrictive requirements of IBC Chapter 9 which apply to the nonseparated occupancies shall apply to the total nonseparated occupancy area.” Be aware that per item 9 above, fire separation for sleeping area is required by the IBC regardless of whether the building is “separated” or “nonseparated” occupancies. On sheet A1: In rooms 112, 114 and 115, IBC 1210.2.2 walls and partitions within 2-feet of service sinks, urinals and water closets shall have a smooth, hard, nonabsorbent surface, to a height of not less than 4-feet above the floor. The Room Finish Schedule shows none. Provide elevations and details for the Restroom vanities, Kitchen service counter and Lobby check-in counter to show compliance with ICC/ANSI A117.1 Section 904 for accessibility. Provide elevations and details for each restroom to show compliance with ICC/ANSI A117.1 Section 1210 regarding fixture heights, grab bars, and accessory locations for accessibility. On sheet A2, the Men’s restroom is shown 5’-4” in width within which are both water closet and lavatory. ICC/ANSI A117.1 604.3.1 and Figure 604.3 shows that there must be a minimum clear width of 5’-0” for water closet access from side wall of toilet area to a lavatory. The width shown is insufficient. This proposed facility will result in a change of use for this building with an increase in demand for electrical energy because of the new use. Per 2012 IECC C101.4.4 this existing building shall comply with the IECC. The building envelope shall be thermally insulated. Per IECC Table C402.2 the entire roof area, with the exception of the storage room if so desired, shall be prescriptively insulated with minimum R-19 insulation between purlins and an additional layer of continuous R-11 insulation. Metal building walls shall be insulated with minimum R-13 cavity insulation between girts and another layer of R-6.5 continuous insulation. Masonry (mass) walls shall be insulated with a continuous layer of minimum R-5.7 insulation. If the storage room is to remain unconditioned, insulate the wall between storage room and open space area with R-20 insulation.
