COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).


This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A).

DDO required for perimeter yard setbacks to the north and east property line.

Based and a wall height of 12.0' the require perimeter yard setback is 8.0'.

Proposed perimeter yard setback to the north property line is 5.0'.

Proposed perimeter yard setback to the east property line is 4.0'.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the Building Plan and Floodplain Use Permit for the above referenced property and does not recommend approval of the at this time.

The subject property is entirely located within a City of Tucson Flood Hazard Area per the Wilson Avenue Wash delineation per the Flood Hazard Study prepared by JE Fuller Hydrology & Geomorphology Inc., 19APR07.

BUILDING PLAN:

1) TC Sec.26-5.2.3: Provide a note on the building plan to state; "The subject property is affected by the City of Tucson Floodplain Regulations. A Floodplain Use Permit and Elevation Certificates are required prior to building final inspection."

2) TC Sec.26-5.2.3: Provide a note on the building plan to state; "Elevation Certificates are required for the new detached guesthouse and must be returned to the City of Tucson Planning & Development Services Department, Engineering Section for conformance review prior to the pouring of the 1st slab and prior to the final inspection." Both a Prior to Slab and a Prior to Final hold will be placed on this permit for the structure until the required Elevation Certificates (FEMA Form 086-0-33) prepared by a state registered land surveyor is returned and show conformance with the set conditions.

3) TC Sec.26-5.2.3: Provide a note on the building plan to state; "All proposed fencing and walls will require a separate permit for review and approval by all necessary Planning Development Services Departments." Any proposed walls or fencing will be reviewed for compliance with Chapter 26 Floodplain and Erosion Hazard Ordinance, a separate Floodplain Use Permit will be required for any new wall or fence permit for the subject property.

4) TC Sec.26-5.2.11: Revise the building plan and elevation sheets to label the minimum finish floor elevation and the lowest point of all service facilities/equipment servicing the building. The regulatory flood elevation (or finish floor elevation) must be at a minimum 2441.47 feet NAVD88. Provide the elevation in place of the referenced "1'-0" A.G." shown on Section 17 Sheet 01.03S. The calculated base flood elevation for the proposed structure was established at 2440.47 feet NAVD88 per the prepared drainage study.

5) TC Sec.26-5.3: Revise the building plan and all associated cross sections, structural foundation sheets and elevation sheets to clearly label and dimension the method of elevation and all construction aspects (stem wall design) for the detached guesthouse.

GENERAL COMMENTS:

Please provide a revised Building Plan with revised details that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL COMMENTS:

1. Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate an accessible door with a maximum ½" threshold height, lever-type door hardware, electrical outlet reachable range of 15" - 48" above floor.
2. Show compliance with the Pool Barrier requirement by including a pool alarm system for doors and windows open to the pool, or show a continuous barrier around the pool, 2012 IRC Appendix G.

STRUCTURAL PLANS:

1. Provide complete roof framing plans, R301.1. Clarify the omitted framing members at the bedroom and office.

PLUMBING PLANS:

1. Provide a plumbing plan for review, 2012 IRC.
2. The revised City of Tucson Ordinance #11089 for (single story) gray water preparation requires a minimum of one compliant fixture. A single story dwelling with the clothes washer at an interior wall requires one gray drain line discharge from a bathing fixture 3' beyond an exterior wall before connection to the building drain, Ordinance #11089. See the Planning & Development Services web site for sample details.

MECHANICAL PLANS:

1. Provide Manual J/S/D calculations in accordance with M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38 and framed walls R=13. Mass wall requirement is R=4 when 50% of insulation is exterior and R=6 when applied interior, N1102.1. Show a means of achieving the prescriptive values at each assembly on the plans, or show overall compliance if using less than prescribed component values by providing a RES check calculation.
2. Update the R-30 entry at keynote #1B & 16/01.03S if not supported by a RES check calculation.
