SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed building permit and Drainage Statement (EEC, Inc., 26JUL12). Engineering Division does not recommend approval of the building permit at this time. This review falls under Development Standard 2-01. All comments reflect Development Plan Package review. The following items need to be addressed:


SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval. Per Zoning the review is not an expansion and is not full code compliant, however due to site changes a Development Plan Package is required for site review.

1) DS Sec.2-01.2.5: Revise the development plan documents to include the CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp

2) DS Sec.2-01.3.1: Revise the development plan document to include the phone numbers of the primary property owner.

3) DS Sec.2-01.3.2.E: Revise the title block on the development plan document to include the page number and number of pages of all sheets that are included within the set (i.e. Landscape Sheets). Separate the building plan sheets from the development plan sheets for a full Development Plan Package review. The building plan can run concurrently with the DP and will be approved on approval of the DP Package.

4) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-XXXX) may be added to the lower right hand corner of the plan on all sheets.

5) DS Sec.2-01.3.5: Revise the development plan document and "Sheet Index" to include the landscape, irrigation and water harvesting sheets.

6) DS Sec.2-01.3.8.C: Revise the development plan document to label all roadways as "Public."

7) DS Sec.2-01.3.9.H.5: Revise the development plan documents to clearly show the PAAL entrance located at the northwest corner of the parcel is closed off from traffic along Fremont Avenue. If the entrance is to be abandoned (removal of existing concrete driveway) then it must be closed off with a continuous curb that matches the existing curbing. Provide a detail or show in plan view the construction of the required curbing at the abandoned driveway entrance. A right-of-way use permit application from TDOT Permits and Codes will be required prior to closing off the unused curb cut.

8) DS Sec.2-01.3.9.M: Provide a general note stating that all proposed fencing (proposed 8-foot chain link fence) and walls will require a separate permit for review and approval by all necessary Planning Development Services Departments.

9) DS Sec.2-01.3.9.M: Provide a copy of the Geotechnical Report that is referenced in Grading Note #5.

10) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.


DRAINAGE STATEMENT:

11) DS Sec.10-01.2.1: Revise the Drainage Statement Section C to include a discussion stating that the property is within a balanced basin of the Julian Wash watershed per the City's classification map. It is acknowledged that the site is existing and a reduction of impervious area is proposed, however the statement must reflect this. Provide the percentages for pre and post impervious area with a volume calculation based on the removal of the concrete driveway to show that there is a reduction of flow from the site. Full detention/Retention requirements and calculations are not needed if the statement can verify a reduction in offsite flow.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and copy of Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

1. Provide Fault Current Calculations, rather than Fault Current Considerations.The Fault Current Levels are to be provided in a cascading format as to relate to the individual switchboards and equipment , preferably located where the switchboards indicate their AIC ratings. How are Fault Currents levels lowered to shown values, provide information on overcurrent devices concerning these.
The fault current values for the 13.8KVA equipment would not be on TEPCO book SR-510, they show only 600 volts and under, how are these values obrained?
2. Provide a load calculation report rather than load summary for various electrical sections.
3. Indicate on Sheet E-5.1, which Electrical Sections are to be provided with GFP as per 2005 NEC,230.95.
4. Indicate on Sheet E-5.1 the conductors sizes between 2500KVA transformers and Main disconnets.
5. What is the location of the GEN Panel ? Shown on E-5.1.
6. Where are Panels PA and PB located ?
