SUMMARY: Engineering has received and reviewed the Bridges Wal-Mart finished grading plans for the Wal-Mart pad within Tucson Marketplace Phase 2. T11BU00616 is the rough grading permit which has been issued for the Phase 2 Tucson Marketplace. A separate grading permit application T11BU01393 has been provided for the spine road private street for inspection purposes. This grading permit T11BU01211 for the Wal-Mart pad finish grading is required prior to issuance of building plans. Concurrent issuance of the permits is required. Engineering approval is recommended.

GRADING PERMIT CONDITIONS:
The following 24 conditions apply to grading permit T11BU01211:
1) Call for Pre-construction meeting when commencing finish grading construction work for WAL-MART. For a PDSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at Planning & Development Services Department (PDSD), or contact PDSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) Some grading activities will require separate special inspections by EOR or consultants. During these inspections it is recommended that PDSD Engineering Inspectors are present. Discuss during Pre-con or contact PDSD Engineering Inspector to confirm which inspections may be needed.
3) This Grading Plan and SWPPP (T11BU01211) are for onsite finish grading construction associated with project (D11-0001) for WAL-MART property in southwestern portion of Tucson Marketplace at the Bridges as shown on the Civil Improvement Plan for Walmart sealed by Brian R. Gillis, P.E. dated 10/21/11, SWPPP, drainage report, and associated geotechnical and addenda.
4) Bollards will be inspected for clearance of 5-ft maximum.
5) Positive gradients shall be provided along swales.
6) Geotechnical recompaction of soils along south portion of the property shall be inspected and tested by Geotechnical Engineer. Results shall be submitted with the As-builts / Final Revised Grading Plan.
7) Assure that no cut/fill more than a foot is placed over utility lines without utility authorization(s).
8) A construction access plan may be required to be submitted to the City of Tucson for review and approval.
9) A copy of stamped approved grading plan(s), grading permit(s), and reports shall be kept at site at all times, until final grading approval.
10) All Operators shall be identified and have separate certification statements. Assure these certifications are available on-site.
11) Revisions to the design may be required prior to any revised construction activity, to determine whether additional details, calculations, drainage report, or a revised grading plan is needed, or, whether changes may be provided on as-builts. All work completed without approval is subject to Stop Work Order. Any revisions to Grading Plan must be reviewed by PDSD Engineering Engineer and may include discussion, details, or a revised grading plan. Call PDSD Engineering at 791-5550 to discuss any revisions.
12) City of Tucson grading standards to DS Sec.11-01 apply.
13) Contractor is responsible to protect in place any AT&T Transcontinental fiber optic line that may be on site. South boundary area contains an underground fiber optic cable; all work within this easement must be coordinated with the proper utilities prior to any site construction.
14) Heavy duty construction fencing shall be considered along south portion of project limits inside grading limits to minimize potential disturbance to Kinder Morgan Gas Line.
15) Grading / Disturbance Limits shall be maintained and no disturbance outside of approved plan disturbance limits or Phase 2 grading limits will be allowed.
16) For inspection purposes, post City of Tucson's "AZPDES - Posting Requirements" green sheet, or the NOI at construction entrance of site, at beginning of construction activities, and maintain this posted document throughout project construction.
17) Interim erosion and sediment controls shall be maintained per approved grading plans at downstream areas of disturbance limits. Prior to Final Approval all temporary controls shall be removed and permanent controls shall be placed.
18) Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Operator shall orally notify office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W. Washington, 5th floor (5515B-1), Phoenix, AZ 85007

19) Receiving waters are Mission View Wash Regional Detention Basin. Also, the following water systems are connected: Greyhound Wash, Tucson Diversion Channel, and downstream: Santa Cruz River.

21) Storage or placement of construction material, vehicle staging / stockpile area, and/or designated concrete washout locations shall not be located within or near regional basin, washes, floodplain, or water harvesting areas.
22) If grading construction is expected to last longer than expiration date of grading permit, contact PDSD to renew/extend Grading Permit. If Final Grading Inspection has not been completed before Grading Permit expires, and permit has not been renewed, additional fees and reviews may be required.
23) Permitee shall notify PDSD Engineering Inspector when grading operation is ready for final grading inspection. Final grading approval or release of reseed bond shall not be given until all work, including all permanent erosion control measures have been completed in accordance with the approved grading plan and associated permits, and all conditions of permits are completed. Any revegetated areas shall require Landscaping approval of established vegetation prior to reseed bond release.
24) As-builts are required to be submitted under activity number T11BU01211 to PDSD permit clerks. The plans and documents will be reviewed and then if acceptable, a copy will be provided to PDSD Engineering Inspector for final grading inspections. For Grading Permit Project Closure documentation, submit: one copy of original grading plans, 2 copies of as-builts, letters of completion (one for drainage improvements, and another letter for substantial completion of WAL-MART project). Be aware that geotechnical field reports will need to be provided during grading activities as needed, and at final project closure. Field reports and letters are required for subsurface improvements and other field observations as recommended per geotechnical report, and for final completion. As-builts shall include: finished floor elevation for WAL-MART, and general finished grades as determined by RLS to show substantial completion for WAL-MART.
