The subject parcel natural grade topography was altered by a non-permitted fill. Consequently, a violation was issued for the fill. This Grading Plan is reviewed as a natural grade restoration plan to ensure compliance with the requirements of the violation. This review is not intended for any proposed improvement on the site. Such improvements will require a separate submittal of a site plan and a drainage report. Subsequently, a grading plan submittal might be required if further grading is proposed. Please be advised that any proposed work within the regulatory floodplain will require a floodplain use permit. The following are the comments for the restoration review: 1. Provide T11BU0001 Grading Plan Case Number in the Title Block. 2. Delineate the regulatory floodplain and ensure that the proposed work is outside the floodplain. If the proposed work must be within the floodplain area, a floodplain use permit is required. 3. Show and label grading limits. Include the grading limits symbol in the legend. 4. Remove the proposed improvements from this restoration plan. 5. Verify if the cut and fill numbers are correct. It seems that the numbers must change since the intent of this submittal to remove the illegal fill. 6. Since the disturbed area is more than one acre, a SWPPP is required. Submit a SWPPP with the next submittal for review. 7. Once the restoration is complete, provide an as-built plan to verify that the grades have been restored to natural grade. 8. Disturbed area must be reseeded. 9. Provide the location of the basis of elevation. 10. Provide the tie to the basis of bearing. 11. Provide the existing grade and the grades to which the parcel will be lowered to match natural grade. Additionally, provide cross section details that will clarify the restoration work. 12. Resubmit the redlined grading plan with future Grading Plan submittals for comparison. 13. Provide a detailed response letter with the next submittal that explains how the comments were addressed and references the exact locations/sheets where the revisions were made. 14. Add the following general notes: a. The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work. b. Any proposed engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it. c. The contractor is not permitted to make an autonomous decision to carry out construction field changes without prior written approval from the Engineer of Record and the City of Tucson Development Services Department. d. CALL FOR SWPPP INSPECTION AND PRE-CONSTRUCTION MEETINGS. FOR A DSD ENGINEERING INSPECTIONS, CALL IVR (740-6970), OR SCHEDULE WITH A CUSTOMER SERVICE REPRESENTATIVE AT THE DEVELOPMENT SERVICES DEPARTMENT, OR CONTACT DSD ENGINEERING AT 791-5550 EXTENSION 2101, OR SCHEDULE INSPECTIONS ONLINE AT: http://WWW.CI.TUCSON.AZ.US/DSD/ONLINE_SERVICES/ONLINE_PERMITS/ONLINE_PERMITS.HTML. e. The project will be in compliance with City of Tucson Development Standard 11-01.0 (Excavation and Grading). f. A copy of the approved Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval. g. Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design. h. If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. i. See the associated Stormwater Pollution Prevention Plan as a part of this grading permit. j. As-builts and letters of completion for basin and overall project are required. k. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications. l. The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted. Include the grading limits symbol within the legend on grading cover sheet. 3. If the project proposes encroachment or has encroached through non-permitted activity within the Regulated Areas the following comment applies: 4. Applicants must submit an Environmental Resource Report as defined in Sec. 6.2.5 of the LUC. The supporting material for preparation of the Environmental Resource Report is based on information from the Hydrologic Data and Wash Information maps on the Tucson Department of Transportation internet web site: The Critical and Sensitive Wildlife Habitat Map and Report, the Mayor and Council Interim Watercourse Improvement Policy and subsequent adopted policies, the Tucson Stormwater Management Study, the following Basin Management Plans: 1) West Branch, Santa Cruz; 2) Houghton East; 3) Este Wash; and 4) Arroyo Chico. the Tucson Stormwater Management Study, Phase II and field observation. An application may request that an element listed below be waived or that the report address only a specified area where a full report is not applicable to the proposed encroachment. DSD may grant such waivers where the elements or full report are not required by code. The Environmental Resource Report must include items listed in DS 9-06.2.5.B 5. Note: Any person who, individually or through the acts of another person, intentionally or negligently damages, destroys, or removes from the site any Protected Native Plant, except as authorized by an approved Native Plant Preservation Plan, shall be subject to provisions within LUC 3.8.7. 6. Trail Requirements: " The draft Pima Regional Trail System includes a framework of significant trail corridors that include the Santa Cruz, Rillito, and Pantano River Parks, the Houghton Road Greenway, and the Julian Wash Greenway. These five interconnected corridors are at the heart of the regional trail system and form a continuous "Loop" surrounding the City of Tucson's central core. The vast majority of trails within the Pima Regional Trail System connect either directly or indirectly to the "Loop." Each of the five trail corridors that form the "Loop" include shared use pathways. The Santa Cruz, Rillito, and Pantano River parks include shared use pathways on one or both sides of the river, as well as encourage equestrian use and hiking along the bottom of those drainages. 8. Pantano River Park (RP002) " The 18-mile Pantano River Park is located on the east side of the metropolitan area. The Pantano River Park corridor begins at the northern end of the Cienega Creek Preserve and terminates at its confluence with the Rillito River and the Tanque Verde Wash. At the south end of the Pantano corridor, a geographic feature called the Pantano Bluffs, located on the west bank, represents a significant challenge for River Park siting. A number of significant drainages and erosion cuts in this area will need to be addressed to implement the River Park. 9. Ensure that all Engineering comments are addressed. 10.
