SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the site plan (T10CM02211) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Revise the site plan and all Keynotes to correctly label and reference what is proposed. Numerous keynotes are shown incorrectly or are not included in plan view. An example is the refuse container has 2 Keynotes (#11 and #12) referenced as both a fence and a curb respectively, but not the correct refuse Keynote (#10), revise.

2) DS Sec.2-02.2.1.A.8: Revise the plan set to include a referenced keynote to the required 6-inch curbing around the proposed vehicular use area for seperation. Curbing is required to prevent encroachment onto the undeveloped portion of the property. Provide a label with an associated keynote to verify locations and construction detail. Provide a barrier for all new landscape areas to prevent encroachment from vehicles.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to provide dimensions for the any proposed or existing back-up spurs as shown on the site plan. Refer to DS Sec.3-05.2.2.D for clarification on dimensions.

4) DS Sec.2-02.2.1.A.8: Verify the width dimension for the eastern most handicap parking space. Per DS Sec.3-05.2.1.B.3 when a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is 10-feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists.

5) DS Sec.2-02.2.1.A.10: Revise the site plan to provide the dimension for both the and far side of the sight visibility triangles for all PAAL entrances per DS Sec.3-01.5.3.

6) DS Sec.2-02.2.1.A.11: Revise the site plan to label and dimension the existing driveway widths for all PAAL entrances from Old Spanish Trail.

7) DS Sec.2-02.2.1.A.11: Verify and label the 25-foot radii for both sides of the proposed PAAL entry points per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards.

8) DS Sec.2-02.2.1.A.12: Revise the site plan to label and dimension all proposed sidewalk to verify required widths.

9) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project.

10) DS Sec.2-02.2.1.A.14: Clarify on the site plan the maneuverability for the proposed loading zone as shown. Provide the minimum loading zone dimensions per Zoning requirements. Refer to AASHTO for the national standards for turning radii. Label the minimum width of the entry point for the loading zone.

11) DS Sec.2-02.2.1.A.16: Revise the site plan to clearly label and dimension all construction aspects for the proposed drainage swales with rip rap (Keynote #18). Provide a detail with rock size, thickness, filter fabric, curb openings, etc for construction purposes.

12) DS Sec.2-02.2.1.A.17: Provide cut and fill quantities on the site plan to determine if a grading permit application will be required prior to construction.

13) DS Sec.2-01.2.1.A.19: Revise the site plan to label and dimension the existing right-of-way and future Major Streets and Routes right-of-way for Old Spanish Trail. Label the roadway as; "Public, Gateway Route and MS&R."

14) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the required setback measured from the future curb to the future right-of-way, for the location of the future 6-foot sidewalk and curbing.

15) DS Sec.2-02.2.1.A.20: Verify that all existing and proposed easements are labeled with recordation information on the site plan, if applicable

16) DS Sec.2-02.2.1.A.32: Revise the site plan to clearly label and dimension the details for the proposed refuse container and enclosure location. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details.

17) DS Sec.2-02.2.1.C: Provide drainage arrows on the site plan to accurately show existing drainage patterns and to verify that flow is directed into the proposed landscaping areas and existing outlet per the last approved site plan.

18) DS Sec.11-01.9: Revise the site plan to dimension in plan view and within the details the required 2-foot setback from all property boundaries to the proposed limits of grading, and top and toe of fill slopes, specifically verify that the grading limits for the new refuse container is 2-feet from the property line.

19) Be advised that further comments may be forth coming on resubmittal of the site plan.


GRADING PLAN:

20) DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided. A grading permit may not be issued prior to site plan approval.


GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only and for the reconfiguration of the vehicle parking area.

2. There are numerous keynote references that are not correctly indicated on the plan, i.e. 27 is shown within the footprint of the building but the keynote calls out "(n) PARKING PAINTED STRIPES/PER 17.DT2.", 35 located along the south side of the existing building but the keynote calls out "(e) VEHICLE ENTRANCE." Etc.

3. D.S. 2-02.2.1.A.9 As this is a change of use provide bicycle parking per LUC Section 3.3.4 and D.S. 2-09.0. Bicycle parking is based on the number of vehicle parking spaces provided, 80 x 8% = 6 bicycle parking spaces required, 5 Class 2 and 1 Class 1. It appears that there is a bicycle parking rack shown on the plan along the south side of the building. This bicycle parking is keynoted 35 VEHICLE ENTRANCE. If this is the location proposed for bicycle parking it does not meet the requirements of D.S. 2-09.4.1. For your information the Class 1 can be provided within the building. If you choose to provide the Class 1 within the building all that needs to be shown on the drawings is a note stating that the Class 1 bicycle parking is provide inside the building.

4. D.S. 2-02.2.1.A.9 Provide a Class 2 bicycle parking detail, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports.

5. D.S. 2-02.2.1.A.10 Show existing and future sight visibility triangles (SVT's) on the plan.

6. D.S. 2-02.2.1.A.11 Provide the width dimensions for all entrance Parking Area Access Lanes (PAAL's) off of Old Spanish Trail Road.

7. D.S. 2-02.2.1.A.12 Provide a width dimension for what appears to be a sidewalk along the north end of the parking area.

8. D.S. 2-02.2.1.A.12 There are numerous landscape/non-vehicle use areas shown on the last approved plan that show curbing. These same areas on this plan do not show the curbing. All areas shown with curbing on the last approved plan are required to have curbing to prevent vehicles from accessing these areas.

9. D.S. 2-02.2.1.A.12. All new landscape areas and islands within the vehicle parking area are required to some type of barrier to prevent vehicles from accessing these areas. This includes the proposed motorcycle parking area.

10. D.S. 2-02.2.1.A.12. Demonstrate on the plan how the five (5) accessible vehicle parking spaces, shown south of the building, provide access to the building. There are three (3) access aisles that do not show how accessibility is provided.

11. D.S. 2-02.2.1.A.12. Demonstrate on the plan how the eight (8) accessible vehicle parking spaces, show east of the building, provide access to the building. It is not clear if the sidewalk is flush with pavement or are ramps proposed.

12. D.S. 2-02.2.1.A.12. Provide a width dimension for the eastern most accessible vehicle parking space shown south of the building. Per D.S. 3-05.2.1.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists.

Submit a landscape plan to verify that landscape improvements meets minimum requirements in effect at the time the existing development received zoning approval per LUC 3.7.1.2.B. (See previously approved landscape plan dated 3/22/1982). All new landscaping must be graphically shown on the plan as well.

2. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I.

3. All plant material used for landscaping shall be selected from the Drought Tolerant Plant List in Development Standard 2-16.0.
