Site plan T10CM00802 (First Review) T14S, R14E, Section 16 RESUBMITTAL REQUIRED: Site Plan and Drainage Report (required). The Site Plan (SP) cannot be approved as submitted. A Drainage Report (DR) is required with SP re-submittal. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. NOTE TO ENGINEER: When any of my comments are the same for the Site plan or for the Grading plan, then the information only needs to be shown on either the SP or GP. Reference shall be shown on the plans and in your response letter as to where the information is shown on the plans. The information does not need to be shown on both plans since the SP and GP are in the same set. Attention shall be given that the information requested is shown on the right pertaining plan. 3. Provide a Civil Site plan in the plan set or re-label one of the other site plans (i.e. grading and paving) as the civil "SITE PLAN". However if a plan is re-named the "SITE PLAN", the basic information shown on a site plan will still be required per D.S. 2-02.2.1 SITE PLAN CONTENT AND SPECIFICATIONS. The improvement plans (grading and paving) included in the submittal can be reviewed in conjunction with Site Plan submittal. 4. "A Floodplain Use Permit (FUP) will be required for this project. A grading permit may not be issued prior to the approval of the Site Plan. Subsequent comments may be necessary, depending upon the nature, extent of revisions and comments that occur to the plans". 5. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. 6. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. The distance between the future R/W line and the future face of curb for 22nd Street is 12'. The SVT stem street side distance is (20') and the SVT through street far side distance is (125'). The two lines intersecting become the point of intersection for the SVT. The SVT's for the new ingress/egress portion of the parking lot onto Randolph Way shall also be shown on the plans; however a pedestrian SVT (20'x30') shall be used for the far side triangle. 7. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. Show a cross-section of the P.A.A.L. on the plans. 8. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 9. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. 10. Show the limits of the 100-year floodplain, erosion hazard setback line and water surface elevation per D.S. 2-02.2.1.15. The E.H.S. is measured from the top of bank or the 100-yr WSEL per S.M.D.D.F.M. 7.4. 11. The general drainage patterns indicated by the existing topography, is typically flowing from Southeast to the Northwest. With the introduction of the perimeter walls, slopes, poles, fences etc. for the elephant enclosure/exhibit, it appears that the drainage patterns are now directed around the exhibit and/or the drainage is not accounted for. Explain how the drainage will be handled with the new obstructions. Perhaps an interceptor swale or drainage openings in the exhibit enclosure may alleviate this condition. A Reminder: The Grading plan in the set can be used as supplemental set for the SP drainage scheme. See comment 2. 12. Provide cross-sections, length and width, of the exhibit to clarify the drainage concept. This will aid in construction as well as for review purposes. 13. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 14. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. 15. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. The future SVT's are dependant on the R/W width and curb location for 22nd Street. 16. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. Does the sewer or any other utility lines crossing the site have any easements? If so, the recordation information, i.e. dkt./pg., shall be shown on the plans. 17. Discuss the elevation/inverts of the existing utilities specifically regarding sufficient cover due to the proposed cuts. Show how the utilities will be protected during and after the exhibit is constructed. Special concern shall be given to the sewer lines, especially the force mains. Plan and profiles of the existing sewers lines may be necessary to ensure proper cover. 18. It appears that there will be grading in and along the 22nd Street public right-of-way, typically this is not allowed. Provide documentation TDOT has allowed for the grading in the right-of-way. 19. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. 20. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 21. Location and orientation of existing major physical features, such as railroad tracks and drainageways per D.S. 2-02.2.1.22. Show that the existing bank protection is sufficiently built to lesson the dist. of the E.H.S. either by existing or new plans or by as-builts. Bank protection toe down depth is in question. 22. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27. 23. Show Site Plan number (T10CM00802) on all sheets per D.S. 2-02.2.1.29. 24. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 25. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. Where does the stormwater discharge after it drains onto the splashpad? 26. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers and/or sidewalk scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof drain/sidewalk scupper locations have been designed and located and that the 10-year flow must be conveyed under any other sidewalks and/or pedestrian paths will suffice. Do the roof scuppers stop just beyond the parapet walls and then drain onto a sidewalk splash pad or do they connect via a pipe to the sidewalk scuppers to drain? Show and call-out on the plans. 27. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 28. Additional comments may be necessary depending on the extent of the revisions to the Site plan. 29. It was noted during a recent site visit that there is construction being performed along 22nd Street per a capital improvement works project. The improvements along 22nd Street directly effect the elephant exhibit and shall be shown on the plans. Coordinate with the City of Tucson's Transportation Department @ (520) 791-5100. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2. 3. For all commercial or industrial developments larger than one acre in size shall provide 5-year threshold retention per the Stormwater Det./Ret. Manual, Chapter II, 2.2. 4. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2. 5. As per our information on the TDOT web site, it appears that the wash is in the 404 permitting area. Please provide your 404-compliance permit for Citation Wash a COT regulated wash. The 404-compliance permit must be obtained prior to the issuance of this permit. 6. Per the City of Tucson Code of Ordinances, Chapter 26, Floodplain, Stormwater and Erosion Hazard Management, Section 26-5.1 - Floodway development. Development in the floodway shall: " (13) Not contribute to debris accumulation upstream and/or downstream. " (14) Not create a water pollution problem in the floodway due to soluble, insoluble, or solid materials, at the time of flooding. 7. Per the City of Tucson Code of Ordinances, Chapter 26, Floodplain, Stormwater and Erosion Hazard Management, Section 26-5.2 - Floodway fringe development: No development, storage of materials or equipment, or other uses shall be permitted which, acting alone or in combination with existing or future uses, create a danger or hazard to life or property. Development in the floodway fringe shall: " (13) Prohibit storage and/or processing of materials that are buoyant, flammable, explosive or that could be injurious to human, animal or plant life at the time of flooding. " (14) Locate on-site sanitary waste disposal systems to avoid impairment to them or contamination from them during flooding. " (15) Locate water supply, water treatment and sewage collection and disposal systems to eliminate or minimize infiltration of floodwaters into these systems and discharge of materials from these systems into floodwaters. 8. The Citation Wash is labeled as a W.A.S.H. wash on the Tucson Department of Transportation maps. The W.A.S.H. ordinance regulations will apply for this wash. Contact Patricia Gehlen for information on submittal requirements and procedures at (520) 837-4919. 9. Show the 50-foot study area (resources area) for parcels subject to the W.A.S.H. Ordinance. A mitigation plan is required for any disturbance in the resource area. Include the mitigation plan with the grading plan submittal. 10. Show the project address or administration address and the SP number on the cover sheet of the DR. 11. Show the limits of the 100-year floodplain, erosion hazard setback line and water surface elevation per D.S. 2-02.2.1.15. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). This project has been reviewed for full code compliance for the areas of expansion and modification to the site only. 2. D.S. 2-02.2.1.A.12 Clearly demonstrate on the plan how the requirements of D.S. 2-08.3.1 are met. It is not clear that a continuous pedestrian circulation path has been provided to all structures on the site. 3. D.S. 2-02.2.2.A.4 Based on discussions with staff, provide a vehicle parking calculation based on the area of expansion only, i.e. 256,000 sq. ft of expansion x 30% = 76,800 sq. ft. of new vehicle parking required. Show on the plan that the additional parking is provided. 4. D.S. 2-02.2.2.A.4 Provide a bicycle parking calculation based on new vehicle parking spaces provided. 5. D.S. 2-02.2.2.A.5 The LUC Section shown on Sheet 000.002 under Loading Zone is not correct. Per LUC Section 3.4.5 REQUIRED OFF-STREET LOADING SPACES, Civic Use Group, the LUC Section that governors the required number of loading spaces is 3.4.5.4. 6. D.S. 2-02.2.2.A.5 Zoning acknowledges that for the proposed expansion one (1) 12 x 35 loading space is required, as shown on the calculation. As there is not a new 12 x 35 loading space shown for the expansion provide a loading space calculation that provides the required loading spaces for all square footage of the zoo area and the provided number of loading spaces. 7.
