Grading plan T10BU00503 (First Review) T14S, R14E, Section 16 RESUBMITTAL REQUIRED: Grading Plan, Drainage Report, Floodplain Use Permit and SWPPP. The Grading Plan (GP) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the GP. 2. NOTE TO ENGINEER: When any of my comments are the same for the Site plan or for the Grading plan, then the information only needs to be shown on either the SP or GP. Reference shall be shown on the plans and in your response letter as to where the information is shown on the plans. The information does not need to be shown on both plans since the SP and GP are in the same set. Attention shall be given that the information requested is shown on the right pertaining plan. 3. Add the following notes to the grading plan notes: " "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work." " "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation." " "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it." 4. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the GP. 5. "A Floodplain Use Permit (FUP) will be required for this project. A GP and/or FUP may not be issued prior to the approval of the Site Plan. Subsequent comments may be necessary, depending upon the nature, extent of revisions and comments that occur to the plans" 6. List administrative address/site address on plans. 7. List Grading plan number (T10BU00503) on each sheet per D.S. 2-02.2.1.29. 8. Provide cross-sections, length and width, of the exhibit to clarify the drainage concept. This will aid in construction as well as for review purposes. 9. Discuss the elevation/inverts of the existing utilities specifically regarding sufficient cover due to the proposed cuts. Show how the utilities will be protected during and after the exhibit is constructed. Special concern shall be given to the sewer lines, especially the force mains. Plan and profiles of the existing sewers lines may be necessary to ensure proper cover. 10. Call out surface paving material. 11. Curb and Gutter elevation include drainage flow with percent slope. 12. A permit or a private improvement agreement might be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 13. Delineate 100-year W.S.E.L., Floodplain and erosion hazard setback. The E.H.S. is measured from the top of bank or the 100-yr WSEL per S.M.D.D.F.M. 7.4. 14. Show the 50-foot study area (resources area) for parcels subject to the W.A.S.H. Ordinance. 15. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation). 16. Slopes of 3H: 1V require hand placed riprap. 17. Slopes of 2H: 1V or greater require grouted riprap. 18. Cut or fill slopes require a 2' minimum setback from property line. 19. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 20. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 21. Call out peak discharges entering and exiting the site. 22. Detention/Retention: " Match Drainage report. " Inlet/Outlet structural details (Weir design). " Cross-sections and dimension. " Provide spot elevations within the basin. " Security barriers are required if ponding depth exceeds 2 feet, if slopes are greater than 4:1 and/or if pedestrian access is adjacent to basin. " Water surface elevations. " Peak discharge at basin's outlet. 23. Show details of all surface and subsurface drainage devices. 24. It was noted during a recent site visit that there is construction being performed along 22nd Street per a capital improvement works project. The improvements along 22nd Street directly effect the elephant exhibit and shall be shown on the plans. Coordinate with the City of Tucson's Transportation Department @ (520) 791-5100. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2. 3. For all commercial or industrial developments larger than one acre in size shall provide 5-year threshold retention per the Stormwater Det./Ret. Manual, Chapter II, 2.2. 4. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2. 5. As per our information on the TDOT web site, it appears that the wash is in the 404 permitting area. Please provide your 404-compliance permit for Citation Wash a COT regulated wash. The 404-compliance permit must be obtained prior to the issuance of this permit. 6. Per the City of Tucson Code of Ordinances, Chapter 26, Floodplain, Stormwater and Erosion Hazard Management, Section 26-5.1 - Floodway development. Development in the floodway shall: " (13) Not contribute to debris accumulation upstream and/or downstream. " (14) Not create a water pollution problem in the floodway due to soluble, insoluble, or solid materials, at the time of flooding. 7. Per the City of Tucson Code of Ordinances, Chapter 26, Floodplain, Stormwater and Erosion Hazard Management, Section 26-5.2 - Floodway fringe development: No development, storage of materials or equipment, or other uses shall be permitted which, acting alone or in combination with existing or future uses, create a danger or hazard to life or property. Development in the floodway fringe shall: " (13) Prohibit storage and/or processing of materials that are buoyant, flammable, explosive or that could be injurious to human, animal or plant life at the time of flooding. " (14) Locate on-site sanitary waste disposal systems to avoid impairment to them or contamination from them during flooding. " (15) Locate water supply, water treatment and sewage collection and disposal systems to eliminate or minimize infiltration of floodwaters into these systems and discharge of materials from these systems into floodwaters. 8. The Citation Wash is labeled as a W.A.S.H. wash on the Tucson Department of Transportation maps. The W.A.S.H. ordinance regulations will apply for this wash. Contact Patricia Gehlen for information on submittal requirements and procedures at (520) 837-4919. 9. Show the 50-foot study area (resources area) for parcels subject to the W.A.S.H. Ordinance. A mitigation plan is required for any disturbance in the resource area. Include the mitigation plan with the grading plan submittal. 10. Show the project address or administration address and the GP number on the cover sheet of the DR. 11. Show the limits of the 100-year floodplain, erosion hazard setback line and water surface elevation per D.S. 2-02.2.1.15. The E.H.S. is measured from the top of bank or the 100-yr WSEL per S.M.D.D.F.M., Chap VII, 7.4. 12. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 13. Additional comments may be necessary depending on the content and information contained in the DR. Floodplain Use Permit: 1. A FUP is required for this project or for any disturbance in a City of Tucson/FEMA regulated wash. There is a fee of $66.50 that is associated with the FUP. 2. An application for the FUP is available at the PDSD offices, Engineering counter, located downtown at the City/County Public Works Building at 201 N. Stone Ave on the first floor. 3. The FUP shall be included in the re-submittal package. For any questions/comments, call Paul P. Machado at (520) 837-4932. 4. The FUP will be approved along with the GP re-submittal. Stormwater Pollution Prevention Plan: OPERATOR RESPONSIBILITIES: Inspections 1. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. For the purpose of this Part, a responsible corporate officer means: i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or 4. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person.
