COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The location map is not legible with the screening used. Also it is best to remove all lots and just use solid lines for the center of the streets which will make the location map more legible. DS 2-02.2.1.A.4

2. Per the recorded plat book 6 page 74 the distance of the south property line is recorded as 82.95'. Clarify if there has been a change in the property line. DS 2-02.2.1.A.5

3. It appears that the proposed building is designed with a skew and is not parallel to the south property line. Label the distance at both ends of the building from the south property line. DS 2-02.2.1.A.6

4. Label the back-up spur dimension. See DS 3-05.2 2.D and figure 3-05.2.2.D

5. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage.

Per your notes on bicycle parking, the bicycle facility is to be provided within the building. As you are aware there is nothing in DS 2-09 at this time hat lists the provisions or criteria for any bicycle parking within a building. Provide a detail drawing that demonstrates compliance for class one bicycle parking within the building. The DSD director may make a decision on whether the proposed facility provides the applicable requirements. Also this type of development is required to provide 90% class one and 10% class two bicycle parking facilities. It does not appear that any class two facilities have been provided. Draw, label and dimension both facilities. Add fully dimensioned detail drawings for both types of facilities. DS 2-02.2.1.A.9

6. Draw and label the SVT for 15th Avenue. DS 2-02.2.1.A.10

7. Clarify if the vehicular use area in front of the building is to access the building or if there is a specific purpose for this area. If this is to be vehicular use area a sidewalk adjacent to the building must be provided. The sidewalk must be physically separated from the vehicular use area. Indicate in a note or key note that all the vehicular use areas are to be paved.

Check with the DSD engineering section for any requirements for street sidewalks along the perimeter project site. Usually the minimum sidewalk width is five feet and curb returns may be required at the drive-way entrance.

The proposed gated entry must meet the Draft Standards for gated entries. Approval from Traffic Engineering's Jose Ortiz, Zoning review, and DSD Engineering is required. I suggest that you contact Jose Ortiz with traffic engineering first and present the drawing for his review first as ultimately in this case the final word would be his as I do not see that it affects any zoning requirements. (A requirement for the gate to remain open during working hours as a condition of approval would be a Zoning Requirement based on this gate design and location.) DS 2-02.2.1.A.11 and .12

8. If applicable draw and label the location, type, size, and height of existing and proposed signage. DS 2-02.2.1.A.13

9. Revise 15th Street to 15th Avenue. DS 2-02.2.1.A.18

10. If applicable label all easements of record must be graphically shown on the plan together with recording docket and page reference, and purpose of each easement. Ds 2-02.2.1.A.20

11. Dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines for 15th Avenue and Plata Street. DS 2-02.2.1.A.21

12. If applicable to this project, draw and label existing or proposed lighting layout and type and height of the poles. DS 2-02.2.1.A.25

15. Approval for use of APC containers must be granted by Environmental Services Andy Vera. Please contact Andy to confirm to use of APC's versus a dumpster. If a dumpster is required for the use demonstrate that the dumpster and enclosure can be accommodated on the property and that sufficient area for maneuverability can be provided. DS 2-02.2.1.A.32

16. Please be aware that additional comment may be forthcoming based on changes made to the plan and response to Zoning review comments.

For consistency, ensure that any changes that are made to the site plan are also made to the landscape plan.

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. Please provide property description per D.S. 2-02.2.1.3.
3. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6.
4. A small location map showing the listed requirements………..…per D.S. 2-03.2.1.D.
" A small, project-location map will be provided, drawn at a scale of 3" = 1 mile. If
possible, the map should be located in the upper right corner of the sheet. On
multiple sheet drawings, the map will be located on the first sheet of the plat. The
location map will provide the following information.
" Show the subject property approximately centered within a one (1) square
mile area.
" Identify conditions within the square mile area, such as subdivisions, major
streets, major watercourses, and railroads. Reference recorded
subdivision plats by book and page numbers.
" Section, township, and range; section corners; north arrow; and the scale
will be labeled.
" The City's jurisdictional limits will be shown, if within the mapped area.

9. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. All streets require a sidewalk area on each side of the street. A sidewalk area generally consists of a space between the curb and sidewalk, area for a sidewalk, and a ground slope area. Improvements include, but are not limited to, wheelchair ramps, sidewalks, driveways, utilities, street furniture, landscaping, and drainage structures. The side walk and curb shall continue West on Plata St. and end with a wheelchair ramp at 15th Street. A driveway apron per C.O.T. S.D. 206 is required. See comment no. 14.
10. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.

2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DS.
