SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the site plan (T09CM02186) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) Due to the full code expansion requirement per the Zoning Section this comment letter does not reflect all of the comments or quality control comments that must be addressed prior to resubmittal of the site plan. Make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within DS Sec.2-02, 3-01, 3-05 and 6-01 and are reflected on the site plan sheets.

2) DS Sec.2-02.2.1.A.5: Clarify the proposed lot lines as shown on the site plan versus the Pima County Assessors Map. All lot combinations will require approval from the Zoning Section of the City of Tucson Planning and Development Services Department prior to site plan approval.

3) DS Sec.2-02.2.1.A.5: Provide the basis of bearing used to establish dimensions and bearings of property lines and property corners. The basis of bearing should be established from 2 found, physically monumented points described and shown on the site plan.

4) DS Sec.2-02.2.1.A.6: Revise the plan set to remove all improvements from the Architectural Site Plan sheet that are to be demolished. These items should only be shown on the demolition sheet provided and removed from the proposed site plan for clarity.

5) DS Sec.2-02.2.1.A.8: Revise the back-up spur provided at the end of the PAAL located adjacent to the proposed 24-foot gate. The spur must have a minimum of a 3-foot radius versus the 2.5 foot shown. Provide the gate location on the grading plan sheet for clarity and verify that this 24-foot area does not encroach into required parking spaces.

6) DS Sec.2-02.2.1.A.8: Remove the proposed wheel stops for the parking located along the west property line. The parking space dimension must provide a minimum of 15.5 feet clear with a 2.5 foot overhang. The 2.5 foot overhand is already dimensioned on the site plan (keynote #18); the wheel stops encroach into the clear 15.5 foot space and are not required with the proposed keynote.

7) DS Sec.2-02.2.1.A.8: Revise the site plan to verify the required minimum 24-foot PAAL widths for 2-way traffic. The PAAL located along the west side of the building is dimensioned at 23 feet 11 inches, revise.

8) DS Sec.2-02.2.1.A.8: Revise the site plan to remove the parking spaces proposed to be abandoned on the south portion of the site. The parking spaces south of the new wall are proposed to be removed and this area cannot be used for vehicle use, provide a separation barrier to prevent encroachment.

9) DS Sec.2-02.2.1.A.10: Revise the site plan and keynotes to label and dimension the correct far side dimensions for the existing and future sight visibility triangles for all PAAL access points at the street. Refer to DS Sec.3-01.5.3 for far side dimensions required for MS&R streets.

10) DS Sec.2-02.2.1.A.11: Revise the site plan to provide the 25-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at all of the driveway entrances located on Craycroft Road. Refer to DS Sec.3-01.3.2.C for street development standards. Standard driveway entrances must be approved through the Department of Transportation if proposed. Verify that the future curb radii meet the minimum 25-foot dimension.

11) DS Sec.2-02.2.1.A.11: Revise the site plan to show that all entrance and exits drives crossing Craycroft Road are limited to two per three hundred feet of frontage and that the nearest pavement edges are spaced a minimum of eighty feet apart per TAMG Sec.5.4.1.

12) DS Sec.2-02.2.1.A.12: Revise the site plan to verify the minimum 5-foot pedestrian circulation area required adjacent to all PAALs and the existing and proposed building. Specifically the existing sidewalk (Keynote #17) and the new proposed 1 way PAAL adjacent to the proposed storage building.

13) DS Sec.2-02.2.1.A.12: Revise the site plan to label and dimension the required pedestrian circulation path from the proposed/existing building to the required sidewalk located along the frontage of Craycroft Road. The pedestrian circulation must also connect the proposed building to existing Building C and meet the requirements within DS Sec.2-08.

14) DS Sec.2-02.2.1.A.12: Revise the site plan to label all offsite handicap access ramps within the public right-of-way to verify they meet the design requirements per the Public Standard Detail #207. Provide details and minimum slope requirements at all transitions from pedestrian circulation to vehicular circulation.

15) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project.

16) DS Sec.2-02.2.1.A.12: Revise the site plan to label and dimension the required 6-foot wide sidewalk with curb along the street frontage of Craycroft Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks.

17) DS Sec.2-02.2.1.A.14: Clarify on the site plan the maneuverability for the proposed loading zone as shown. It appears that the 4 parking stalls and landscape planter might be in conflict. Refer to AASHTO for the national standards for turning radii.

18) DS Sec.2-02.2.1.A.16: Provide flow arrows on the site plan to verify flow patterns across the site to match existing development. The site plan sheets must label the existing curb openings and bollards that were provided under the last approved development for Building C. Revise the landscape plan to match in locations for curb cuts and openings not vertical curbing as shown.

19) DS Sec.2-02.2.1.A.17: Provide the cut and fill quantities on the site plan for grading plan verification.

20) DS Sec.2-02.2.1.A.19: Revise the site plan to label Craycroft Road as Public. Clearly label the center line of the street.

21) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the required 9-foot setback measured from the future curb to the future right-of-way, for the location of the future 6-foot sidewalk and required space. Revise the dimensions on the site plan sheets for future curb location, sidewalk width and future SVT.

22) DS Sec.2-02.2.1.A.19: Revise the site plan to label the existing ½ right-of-way for Craycroft Road. Currently the site plan only labels the future ½ right-of-way. No improvements are allowed within the future right-of-way, i.e. landscape borders.

23) DS Sec.2-02.2.1.A.20: Provide on the site plan all easements for the proposed utilities, if applicable. The easements must be shown graphically on the plan together with recording docket and page reference.

24) DS Sec.2-02.2.1.A.32: Provide the location for the required refuse container for this site. Verify all maneuverability for the proposed refuse container location, label and dimension the required 36-foot and 50-foot radii for the refuse container; clearly label these in plan view. Provide the required 14-foot by 40-foot clear approach and verify the maximum allowed back up distance for maneuverability. Refer to DS Sec.6-01 for all refuse requirements

25) DS Sec.2-02.2.1.A.32: Revise the site plan to provide construction details for the required refuse containers. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details.

26) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

08/26/2009 RONALD BROWN ZONING HC SITE REVIEW Denied As per Zoning determination, this expansion of the property is in excess of 25% and a full code compliance review is required.
1. Please provide an accessible route connection to the Craycroft pedestrian right of way.
2. Please provide a marked crossing at the one way auto entrance located at the North West corner of the existing building. Include all necessary ramps and detectable warnings.
3. As per the 2006 IBC, Chapter 11, Sectiion 1101.2 DESIGN, all accessibility design is to be as per this code and ICC (ANSI) 117.1. Please remove all references to ADAAG, redesign all accessibility elements and refer to the 2006 IBC, Chapter 11 and ICC (ANSDI) 117.1.
4. Detectable warnings are not required at accessible parking aisles unless it is a part of a marked crossing.
5. Please identify all new and existing accessible routes and provide spots grades through out the route at intervals sufficient to determine slope compliance with ICC (ANSI) 117.1, Sectiion 403.3.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. A demolition permit was completed in Feb. of 2008 for the "Building B" per last approved site plan. Therefore per discussion with staff the new storage building being added at this time will be a greater than 25% expansion based on the existing building square footage of 12,873 (Building A and building C). Full code compliance for the entire site including the parking area located at the southern portion of the lot is required.

Add to the site plan the permit number, T06CM005276, which indicates that the northern portion of the site already meets full code compliance.

2. This site contains four (4) separate parcels therefore you will need to show how the parcels can work as stand alone parcels if sold separately or provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. 3. Remove all existing development that is to be demolished from the site plan. Examples: loading zone, curbs, crosswalks, etc.

Remove all cross hatching from site plan. The existing parking area is required to be a portion of the site and must meet current LUC and DS criteria.

4. DS 2-02.2.1.6 Provide the required setback from the back of future curb for both portions of building A. (existing portion and new storage addition). Minimum is 21' or the height of the building wall from the back of future curb, which ever is greater.

5. DS 2-02.2.1.8 In the parking calculations the number of provided parking spaces will change based on the parking area located to the south.

Clearly indicate the angle of the parking spaces.

The handicap parking spaces in the southern parking area are to be removed or show pedestrian circulation to the building.

Where wheel stop curbs are indicated on the site plan clearly indicate the minimum required 2'-6" location from the front of the parking space, indicate on the standard parking space detail.

6. DS 2-02.2.1.9 Provide bicycle parking based on the number of provided vehicle parking spaces.

The required class one and class two bicycle parking spaces must be evenly distributed between the two buildings. Clearly indicate locations of the spaces near building A.

Please provide a dimensioned detail for class 1 and class 2 bicycle parking spaces and type of racks. Be aware that that development standard 2-09 has been revised. Once provided and reviewed further comments may result.

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance.

7. DS 2-02.2.1.12 Clearly indicate the widths of all PAALs. Minimum width for two way travel is 24'. The PAAL west of the proposed building does not meet minimum requirements.

Parking area at the southern portion of property, indicate PAAL widths and direction of travel. Parking spaces south and adjacent to the new wall are required to be removed and this area cannot be used for vehicle use, separate with curbing or restripe the entire area.

The area where building C (per last plan) was demolished, along the south property line, is required to be separated from the vehicular use area with curbing or barriers. Per aerial photos there is no curbing.

The PAAL at the proposed gate, key note 13, appears to interfere with the parking spaces south of the gate.

8. DS 2-02.2.1.12 Please dimension all sidewalks within site. Minimum width for sidewalks is four (4) feet and meets all requirements per Development Standard 2-08.5.1
A 5' pedestrian refuge with sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. This will be required along the east side of the existing building A and the east side of the proposed storage building.

Provide a pedestrian circulation path connecting all buildings on the site. Must connect from building A to building C without using the sidewalk in the ROW.

Provide pedestrian circulation path to the trash enclosure. An additional trash enclosure may be required. Contact Andy Vera with Solid Waste to clarify if an additional trash enclosure is required.

9. DS 2-02.2.1.13 Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

10. DS 2-02.2.1.14 Clearly indicate maneuverability in and out of the proposed loading zone. See engineering comments.

11. DS 2-02.2.1.19 The proposed development along the east side of this project is proposing portions of the development (landscape border) being constructed in the future right of way. . A future site plan will be required to be provided showing how the site will still meet the code requirements once the widening occurs. See LUC Sec. 2.8.3.5.F. A copy of the required MS&R covenant can be obtained here at DSD. Recording docket and information for the covenant is required to be placed on the future site plan. Another possibility is to design the project to meet future MS&R widening.

12. DS 2-02.2.1.25 If applicable, indicate existing and proposed lighting layout and type.

13. DS 2-02.2.1.31 List the existing and proposed uses in the development data as follows: Administrative and Professional Office "31", subject to: Sec. 3.5.13.5 and Financial Service "31", subject to: Sec. 3.5.13.5 and Sec. 3.5.4.5.C

14. Based on changes to this plan and responses to the above comments additional comments may be forth coming.
