Broadway Blvd. Site Plan TRANSMITTAL DATE: September 16, 2009 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. The building setback dimension on the plan is taken from the face of curb instead of the back of curb. Revise the dimensions to correctly reflect the required setback dimensions. In addition, the building setback from Broadway Boulevard is labeled as 22.43'. The required building setback is based on the greatest of 21 feet height of the structure which is proposed at 37 feet. A board of adjustment variance for the proposed building setback will be required. (Previous Comment 2: DS 2-02.2.1.7, The required street perimeter yard setback is measured from the back of future curb. Clearly indicate the location of the future curb and provide corrected dimension to the building.) 2. The extruded curbing along the north and west sides of the parking lot must be placed no less than 2.5 feet from the back of the landscape buffer. The plan and Detail Drawing 3A indicates a 2-foot distance. Revise the drawing and detail 3A. (Previous Comment 3: DS 2-02.2.1.8 Clearly indicate the location of wheel stop curbs for the parking spaces. Wheel stop curbs will be required in the handicap parking spaces to prevent over hanging of the handicap ramps. (min. 2'-6" from the front of the parking space). Revise detail 1A and 3 of 6. The parking space adjacent to the trash enclosure will be required to be 10' in width.) See DS 3-05.2.1.B.3. 3. Revise the bicycle parking calculations on sheet one as follows. The number of bicycle parking spaces required is based on 8% of the total number vehicle parking provided of which 50% must be class one and 50% must be class two. Per the plan 23 vehicle parking spaces have been provided. 8% of 23 spaces equals 1.84 which is rounded up to 2 spaces required. Per LUC section 3.3. Previous Comment 4: DS 2-02.2.1.9 Clarify the number and type of provided bicycle parking spaces. Calculations indicate one, site plan indicates 4, and detail indicates 8. Revise the calculations to correctly indicate the number of required and provided as well as indicating the type of bicycle rack. On the site plan and detail 4 of 6 clearly indicate the location, size and surface materials of the required access aisle for the bicycle parking spaces. Class 2 bicycle parking spaces must be located within 50' of the main entrance to the building. Clearly indicate the location of main entrance to the building. 4. The back-up spur area must be redesigned so that the no portion of the 10-foot landscape buffer is affected. Re-design the back-up spur as DS 3-05.2.2.D. The three-foot behind the curbing may overlap as long as the 10-foot landscape buffer is not reduced in width. See sticky attached to the site plan. Previous Comment 6: The backup spur located along the south portion of this site is required to have a 3' clear area behind the spur. It appears the landscape border will interfere with this clear area. On the site plan clearly indicate the location of the landscape border area. See DS 3-05.2.2.D for requirements of a backup spur. 5. The pedestrian circulation path to the dumpster is not clear or could not be verified on the plan. Draw, label and Dimension the path/sidewalk. In addition the sidewalk area between the building and the loading zone must be a minimum of 4 feet in width clear. Portion of previous Comment 7: Provide pedestrian circulation path connecting to the trash enclosure. 6. Based on the dimensioned labeled on the building foot print the square footage of the building appears to be larger than the square footage listed on sheet 1. This is significant because an additional parking space is required it does not appear that the site has bee designed to accommodate the extra parking space(s). The square footage of the building is based on a measurement of the perimeter of the building footprint. Revise the dimensions on the footprint and the floor area on sheet 1 as required. Previous Comment 11: DS 2-02.2.2.A.2 In the calculations the floor area of the proposed building does not match the area indicated on the site plan. Revise. 7. Add the size of the proposed loading zone on sheet 1 under the Loading Zones criteria. Previous Comment 13: DS 2-02.2.2.A.5 Provide in the calculations the number of required and provided loading zones. 8. Depending on changes to the site plan and responses to the above comments, additional comments may be forth coming. The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. Per the conversation and the review of the SP at DSD on October 6, 2009 between David Little, Josh Potter of the WLB Group and Paul P. Machado, the following comments were discussed and agreements were made to make the changes that were applicable to the SP. When the plans are re-submitted to the City of Tucson and if the corrections were made, an approval of the SP shall be forth coming. 3. Show details of all drainage structures on the SP, including basins and weir details with dimensions. Through what device/structure will the stormwater be discharged onto Kolb Rd? The plan does not show where the stormwater will exit from the water harvesting area. The maximum depth for water harvesting is 6". 4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. All SVT's shall be shown on the plans. 5. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. The environmental service truck cannot service the refuse enclosure. Each service area is required to have a clear approach of fourteen (14) feet by forty (40) feet for the collection vehicle. The maximum back-up distance for the collection vehicle shall be forty (40) feet per 6-01.4.0.4.1.C. 6. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. Dimension to the future face of curb. For a 150' wide R/W the curb is 12' from the property line. 7. Please provide a Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. 8. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The new enclosure cannot be accessed by the service vehicle. Side bollards are required. Is the refuse enclosure meant for two containers or one? If it is meant for two, then it is not wide enough. See comment no. 4. 9. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 10. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. 11. "A grading permit will be required for this project. Submit 2 sets of grading, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans". Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Site Plan comment no. 2 above applies to the DR also. 3. There appears to be a discrepancy between the DR and the Site plan. The length of the 8" PVC pipes differ from 13.6 LF to 23 LF. 4. Show details of all drainage structures in the DR, including basins and weir details. Through what device/structure will the stormwater be discharged onto Kolb Rd? The plan does not show where the stormwater will exit from the water harvesting area. The maximum depth for water harvesting is 6". Also a sidewalk scupper will be required at weir discharge point. 5. To help keep the 8" PVC pipe from clogging, use a 12" with an 8" orifice. 6. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 7. Show the administrative address and the site plan number on the cover of the DR. 8. The DR has been conditionally accepted for site plan purposes only.
